This position will serve as the Community Assets Resiliency Education (CARE) Program Manager for Cornell Cooperative Extension Association of Jefferson County and will work under the direction and supervision of the Nutrition, Food, and Wellness Program Manager. CARE aims to guide youth toward successful futures by equipping them with essential life skills such as problem-solving, decision making, and developing healthy behaviors as well as providing their caregivers with access to a diverse menu of parenting education classes and/or individual in-home visits to enhance and strengthen communication and supervision skills with their child(ren) using trauma-informed evidence and research-based education programs that support a healthy transition to middle adolescence. This position will provide program and administrative direction, management, and coordination for all aspects of CARE, including overall supervision of the CARE Wellness Educator, oversight of the work of the Parenting Educator, managing subcontracts, budgeting and monitoring the use of funds, updating and ensuring utilization of the referral system, program reporting, training staff, and ensuring evidence and research-based programs are implemented with fidelity. The CARE Program Manager will work closely with the outside evaluator to ensure data collection, analysis, and reporting are communicated with the funder and other stakeholders. This position will be responsible for overseeing marketing, outreach, and promotion efforts to reach the target audience for recruitment of project personnel, project outreach and recruitment of participants, ensuring materials are translated into appropriate languages as needed, and that materials are provided in formats that are accessible to the intended audience. This position will provide back-up on home visits and parenting classes if there are staffing shortages and/or overflow of participants with a high level of discretion in accordance with the Youth and Family Development Program Area’s Plan of Work.IMPORTANT INFORMATION FOR APPLICANTS: PLEASE READ BEFORE APPLYING All applicants must apply online by close of day on June 4, 2024 to be considered for this position. The annual salary for this position is $58,500.00. Bachelor’s Degree.

Experience relevant to the role of the position.

Valid Driver’s License and the ability to meet travel requirements associated with this position.

Program Responsibilities:Program Development - 5%

Apply trauma-informed parenting subject matter knowledge to provide input in the development of educational strategies for all CARE programs.

Influence the creation of program materials to address the needs of CARE program participants.

Support the research, identification, and selection of existing resources focused on prevention efforts, strengthening parenting capacity, creative outreach, parent leadership, and other support services.

Identify resources to increase protective factors and meet the basic needs of the service population including food, housing, healthcare, mental health services, child respite, and substance use disorder services.

Program Delivery - 25%

Apply subject matter knowledge to ensure programming and services are delivered using a strengths-based approach and are culturally competent, community-based, and family driven.

Work with the CARE Advisory Committee to identify and provide leadership opportunities to strengthen caregivers’ life skills in leadership, communication, and problem solving.

Occasionally teach parenting education programs and conduct home visits as needed to meet program objectives/outcomes.

Effectively utilize all forms of mass media, including social media, for the innovative delivery of all CARE programs.

In collaboration with other local agencies, provide outreach, information, and referral services to in-need families to reduce risk factors and improve access to preventative services.

Work to foster acceptance of the CARE program, methods, and policies while addressing community and individual needs and considering diverse audiences.

Work closely with subcontractors to meet program goals, objectives and outcomes.

Serve as a team member and cooperate with the entire Association and Youth and Family Development Program staff to achieve Association program delivery goals.

Program Evaluation - 5%

Implement program evaluation as designed.

Interact with program participants to obtain evaluation data, to include: evaluating effectiveness of classes and instructors within program areas for all programs offered.

Work with the outside evaluator and collaborating agencies to analyze program data, and based on that analysis, assist in making improvements in programming.

Based on program parameters, interpret evaluation data to constituents as appropriate.

Administrative Responsibilities:Direction - 25%

Plan the delivery and structure of delivery for CARE youth and parenting educational program goals with discretion via various methods for all assigned programs.

Anticipate and project CARE program expenses, with discretion.

Propose budget for assigned programs and services based on established financial guidelines and/or procedures and provide information to the overall CARE budget process and allocate budget amounts for CARE programs and resources.

Plan fund development activities as appropriate and be an active participant on the grant writing team as necessary for the development of grant applications to secure funding for ongoing/expanded programming efforts.

With discretion, plan effective strategic marketing and mass media efforts in the promotion of CARE.

Provide program related information to the staffing plan development process.

Management - 30%

Provide guidance for the assigned educational programs and program activities and ensure they conform to the Association’s Plan of Work.

Provide overall grant management for the CARE grant and contracts.

Solve problems and resolve conflicts that arise in the CARE programs utilizing appropriate policies and procedures, as needed.

Allocate program resources to accomplish Association program objectives within CARE.

Monitor CARE income/expenses to ensure spending is within the program budget constraints.

Provide management (including recruitment and selection) and supervision (including guidance, performance observations and feedback, and annual performance reviews) to designated staff in accordance with established policies, procedures, and protocol, and provide regular staffing updates to the Nutrition Program Manager and Youth and Family Development Issue Leader as required.

Ensure Subject Educator I and Parenting Educator are trained in all curricula to be delivered by CCE via CARE and certified under the New York State Parenting Education Program (NYSPEP).

Monitor and schedule staff time to ensure program needs are met.

Manage conformance to the Volunteer Involvement Policy (VIP), including the recruitment, involvement, and management of volunteers in the CARE Program.

Participate in leadership team activities, professional development, and serve as a model of the Association’s values and workplace culture efforts.

Coordination/Operation - 5%

Work with outside evaluator to obtain evaluation data and program needs assessments from program participants based on existing evaluation framework and guidelines.

Provide complex administrative support to prepare materials for report submission to meet funding requirements.

Coordinate projects, referrals, and ongoing outreach efforts according to the established Plan of Work.

Coordinate effective marketing strategies in the promotion of programming efforts to include, but not limited to: print media, news media, social media, and multi-media efforts.

Organize and coordinate CARE Advisory meetings.

Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.

Provide administrative support for fund development activities as identified.

This position may require the transport of program participants and/or program materials and resources in performing position responsibilities.

Professional Improvement and Other Duties as Assigned - 5%

Participate in required training to meet NYSPEP Credentialing Certification by the start of the second year of the grant funding.

In cooperation with Nutrition Program Manager and/or Youth and Family Development Issue Leader, jointly develop and pursue a professional development plan to increase competencies relative to position accountabilities and to address changes in programming and Association priorities.

Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Extension programs and other duties as assigned.

Health and Safety - Applied to all duties and functions.

Support the association to maintain a safe working environment.

Be familiar and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
