SummaryAbout our Opportunity The Financial Business Manager will manage budgeting, accounting, purchasing, and related financial operations for the Public Works Department, including preparing budget for assigned area and related programs. The Financial Business Manager provides interpretation of financial policies, governmental regulations, accounting principles. The successful candidate will have a Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration, or a related field (required). Education will be supplemented by five years of experience in accounting, finance, budget development and management, or related field. Salary Range : Minimum Start Pay is $58,823.30. Salary commensurate with experience. Schedule : Full time, 37.5 hours per week, Monday through Thursday, 7:30am-5:30pm. Essential Duties and ResponsibilitesEssential Duties and Responsibilities The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Manages financial activities for the Public Works Department: monitors budget, revenues, expenditures, and financial performance; prepares budget for Public Works Department and its Divisions: Administration, Sanitation, Streets & Sidewalks, Stormwater, and Asset Management. Provides oversight and support for two enterprise funds for the Public Works Department and support for two capital units as well. This position also serves as the liaison to the City's Finance Department.Provides interpretation of financial policies, governmental regulations, accounting principles, etc.; researches budget errors and discrepancies; recommends corrective actions when necessary; assists with planning future financial needs; and recommends funding alternatives. Monitors grant contracts and grant funded projects: maintains extensive knowledge of grant contracts, requirements and grant management processes and regulations; participates in identifying and applying for grants in support of assigned department programs; reviews and approves grant fund reimbursements and related payments; and maintains and submits all required reports and documentation. Manages procurement process for assigned department/division in compliance with City purchasing policies, rules, and regulations; monitors employee use of purchasing card and related transactions; analyzes department service contracts for equity, efficiency, and savings; coordinates Requests for Proposal and Requests for Quote processes; and maintains related documentation. Reviews all financial transactions to ensure proper account classification, budget transfer, accuracy, and availability of funds: creates, posts, updates, reviews and approves journal entries; and verifies and approves receipts and invoices for payment. Analyzes proposed departmental projects and programs from a financial perspective, to include funding sources and availability of funds: coordinates and evaluates needed components of the project; develops plans and coordinates with appropriate staff to implement project and programs; monitors project and program progress, budget, etc.; and maintains related documentation. Responds to financial inquiries from departmental staff, governmental agencies, contractors, auditors, etc.; assists external auditors with the review of departmental financial activities; and conducts internal audits when necessary. Manages administrative and operational procedures: conducts operational research, productivity analyses and/or management studies; compiles and/or monitors various administrative and statistical data pertaining to divisional operations; provides research and analytical assistance to department managers in support of strategic and long-range planning for departmental operations; analyzes data and identifies trends; prepares or generates reports; makes recommendations for changes in policies and procedures to improve operations, provide more responsive service, and/or optimize the use of resources; and develops recommendations for changes in departmental policies and procedures. Lead and coordinate daily work activities of assigned staff; confers with supervisor to obtain direction regarding work assignments and priorities. Communicates with supervisor, subordinates, other City employees, contractors, auditors, banking institutions, the public, outside agencies and organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures. Education and ExperienceBachelor’s Degree in Accounting, Finance, Business Administration, Public Administration, or a related field required; supplemented by five years of experience in accounting, finance, budget development and management, or related field, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Specific License or Certification Required : Must possess and maintain a valid North Carolina driver’s license. Depending on area of assignment, may be required to possess and maintain Notary Public certification. Specific Knowledge, Skills, or Abilitie s: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position. Verbal Aptitude : Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information. Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures. Functional Reasoning : Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable. ADA Compliance : Physical Ability : Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements : Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors : Essential functions are regularly performed without exposure to adverse environmental conditions.
