To this end, the Human Resources Department partners with university stakeholders in proactively assisting them in achieving their short and long term goals and objectives. This is accomplished by strategically implementing best practices to support vice chancellors, deans, directors, department heads, staff, faculty and supervisors in the areas of: Recruitment and Employment Classification and Compensation Benefits and Leave Administration Human Resources Information Systems Salary Administration Payroll Employee Relations and EEO Training and Professional DevelopmentPrimary Purpose of PositionUnder the solid leadership of the Human Resources Manager for (Employment, Classification & Compensation), the Human Resources Consultant will serve as the subject matter expert for Human Resources business processes. The Human Resources Consultant will be responsible for processing functions which include (but not limited to) managing both permanent and temporary EHRA Non-Faculty, SHRA and Student Employment recruitment and hiring processes; initiating EHRA Non-Faculty, SHRA and Student Employment personnel actions; and ensuring all actions are completed in advance in order to meet HR Employment and Payroll deadlines. The HR Consultant works with assigned units to gain an in-depth understanding of the needs, issues and problems within each unit. This includes having knowledge and expertise concerning the different recruitment, hiring and employment policies and procedures for these distinct categories of employees as well as different policies and procedures concerning position establishment, employment policies, benefits and leave allowances.The Human Resources Consultant performs these duties in a professional, confidential, and positive manner, and demonstrates integrity, good judgment, and the ability to work well with a variety of people and styles is essential. The role requires an excellent communicator with the ability to establish strong professional relationships with a diverse client group, diplomacy, the ability to collaborate with clients on consistent policy interpretation, and thorough knowledge of HR infrastructure. This position must be able to adhere to internal policies and procedures that are establishing by this unit, the UNC System Office and Office of State Human Resources.Required Knowledge, Skills, and AbilitiesThe successful candidate must possess a working knowledge of federal and state employment regulations, laws, and policies, especially in the area of interpreting and applying I-9 and employment eligibility guidelines and regulations; knowledge of Banner, E-Verify and BDMS Systems; proficiency knowledge of Microsoft Office (Word and Excel) Applications; knowledge of record management; ability to advise and resolve questions, exercising appropriate levels to discretionary judgment; ability to work independently with little or no supervision; to take initiative to see projects and assignments through to completion; to learn, interpret and analyze information to make necessary decisions; to exercise judgment and discretion in problem solving; to plan, prioritize and organize workflow; excellent analytical and organizational skills along with written and oral communication skills; strong interpersonal skills to interact effectively and diplomatically with a wide range of individuals in a high pressure environment.Minimum Education/ExperienceBachelor’s degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience. Applications are received through the web-based applicant tracking system, People Admin. The position determines if the candidate meets the minimum specifications, departmental requirements and preferences. The position also determines if the candidate is competitive with other candidates in the applicant pool. To ensure best business practices and avoid possible litigation, the position must maintain in-depth knowledge of employment laws, policies and priorities such as reduction-in-force, Affirmative Action goals, promotional priorities, scarce skills, demographics, etc. Consideration of these variables is used to ensure that the hiring official has appropriate justification to support the selection of the applicant. Professional, program, and organizational knowledge is applied on a regular basis to resolve an array of sensitive issues affecting clients/organizations; address and respond to questions from hiring officials regarding applicable policies and/or exceptions; and to enhance business and professional relationships with both internal constituents and external organizations.Function Customer ServiceDescribe the specific tasks and responsibilities related to the function.The duties of this position require that it provide excellent customer service to internal and external customers (e.g., applicants, hiring managers, campus constituents, etc.). Human Resources must balance the employment needs of campus with the mandate to adhere to various policies, laws, procedures and regulations. Therefore it is necessary for this position to be adept at explaining to clients the need for requisite information and the application of HR policies in order to obtain optimal results and client satisfaction while continuing to adhere to the applicable procedures. As needed, the position’s duties occasionally require it to make decisions in identifying alternative options and make recommendations or exceptions within established guidelines in order to ensure that campus’ temporary hiring needs and I-9 compliance are met in a timely fashion.Function Communication - Verbal/WrittenDescribe the specific tasks and responsibilities related to the function.This position serves as a primary liaison for campus regarding employment procedures, policies, laws, and guidelines. The position also provides assistance and will lead in the training provided to campus departments using the People Admin system to review and enter job information as well as provide one-on-one consultation to departmental liaisons and Business Services Coordinators regarding the employment process and necessary hiring procedures. The position participates in employee orientation and may be called to lead and/or serve or provide training on special projects teams and committees as assigned by management.The position implements an integral knowledge of university, state, and federal policies, guidelines, and best practices to determine the most effective, applicable, and feasible solution and/or procedure. Information is typically confidential and must therefore be developed and communicated accordingly. Additionally, it may be necessary to communicate and/or collaborate with peer groups within or external to Human Resources (e.g., Benefits, Payroll, Salary Administration, University Business Officers, UNC System Office, etc.).Function Information/Records AdministrationDescribe the specific tasks and responsibilities related to the function.The position researches information required to manage assignments including reviewing relevant policies and current practices for the purpose of ensuring compliance with legislative requirements, securing general information for planning and/or responding to requests from departments, and developing ad hoc reports. The position reviews and maintains all applicable records, forms, applications in the prescribed manner to ensure information is accessible and accurate as needed for follow-up and auditing. This position also provides informal training to campus clients in using the People Admin system and employs other software, databases and related HR forms and tools to ensure the maintenance of the pertinent records, forms, and information.Function Applied Knowledge - HR Program and OrganizationDescribe the specific tasks and responsibilities related to the function.In concert with the position’s duties and responsibilities for administering the University’s temporary employment program, the position’s role implements required and significant knowledge of a variety of applicable state and federal laws as well as OSHR, UNC-System Office and HR procedures, policies, and regulations evidenced by the nature and purpose of interpersonal communication in advising applicants and campus constituents in accordance with applicable policies, procedures, laws and guidelineFunction ConsultationDescribe the specific tasks and responsibilities related to the function.This position must be knowledgeable of applicable salary administration policies and procedures in order to provide guidance to departments with regard to situations involving appropriate salary increase and consistency and equity for any increases. This involves determining the applicable education and experience of applicants and affected employees. This task is performed on a regular basis for relevant positions/employees in a work unit that are impacted by a hiring decision within a department. The position is expected to identify any salary inequities or labor market indices in order to provide strategic recommendations to campus departments to resolve issues.
