This position is located in Rockingham County and will serve as the Resident Engineer in the Reidsville Construction Office. This position is responsible for contract administration of major construction projects to ensure timely delivery and budget compliance, and supervision of employees engaged in the inspection of these projects. The position will be responsible for management and oversight of NCDOT and Construction Engineering Inspection (CEI) personnel for surveying, project inspection, and various contract administration duties to ensure compliance with the Department’s specifications, standards, guidelines, and policies. This position will be responsible for ensuring quality work and safety compliance. The position requires proficiency in plan reading, highway engineering calculations, problem solving, and personnel management. The position also requires the ability to use various computer programs such as MS Office programs, SAP, and HiCAMS. Contract administration duties includes communicating daily with contractors and construction office staff; resolving project issues through Supplemental Agreements and Claims as needed; creating and monitoring project records (correspondence, estimates, daily reports, project material certification), responding to inquiries from the public, local government and news media; scheduling and leading various meetings with contractors, employees and other stakeholders; and performing project final inspection and warranty reviews. Supervision of CEI personnel includes evaluating and selecting candidates based on workload needs, monitoring performance, and approving timesheets. Position will also be responsible for fiscal management including accurate overrun monitoring and budget reviews. Must have full knowledge of DOT policies and procedures and contract administration. Ability to apply engineering principles to difficult or complex engineering problems and make sound recommendations and decisions. Ability to independently communicate well, both orally and in writing with various stakeholders including but not limited to upper management, local political officials, municipalities, property owners, consultant groups, and media outlets. Understanding of general departmental policies and procedures and their application. Must be able to make inspections in various types of weather and terrain on assigned projects. The successful applicant should possess working knowledge of the principles and practices of Civil Engineering and construction methods, materials and equipment. Employee in this position must have the ability to understand, explain and administer contracts; interpret construction plans, provisions, standards, and specifications. This position will train, coordinate, and supervise subordinate employees. Employee in this position must be able to communicate, establish and maintain effective working relationships with co-workers, contractor's personnel, and the general public. Position must be able to make Field Engineering Decisions. Employee must be able to perform Contract Administration (estimates, supplemental agreements, claims, correspondence, submittals, monthly construction meetings, ensures environmental compliance, etc).Knowledge, Skills and Abilities / CompetenciesApplicants must submit an application that clearly reflects work experience that demonstrates the following:

Additional Expectations:Employee in this position must be able to work safely in an outside environment with exposure to hazards present on construction sites including traffic, heights, and traversing rough, steep, and uneven terrain. Employee in this position will be subject to high volumes of traffic and extreme temperatures/weather conditions. Employee in this position must be able to perform moderate physical activity such as walking, climbing, kneeling, and standing. Work includes emergency situations, nights, and weekends. Registration as a Professional Engineer by NC Board of Examiners for Engineers & Surveyors preferred. Selected applicant will be expected to legally operate a motor vehicle. Safety toe shoes are needed for this position.
