Department of Transportation (NCDOT) Division of Aviation, a recognized leader in air mobility innovation, promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the state’s aviation authority, the division manages state and federal airport infrastructure development grant projects, in collaboration with local government owners of the state’s 72 public airports, the integration of advanced air mobility and unmanned aircraft systems for business and government use, airport professional development, aviation workforce development and flight services for state agencies.The Aviation Services Coordinator serves on the division’s Flight Operations team, which provides passenger and photogrammetry services for state agency personnel. The position provides 24x7 on-call support and coordination of all passenger and photogrammetry flights for the division, manages invoices and payments, tracks, analyzes and reports on flight operations and coordinates hangar events requested by state agencies, in collaboration with staff, customers and partners.The position schedules all passenger and photogrammetry flights for the division. That includes analyzing flight requests for feasibility based on federal regulations and division operating procedures, examining weather and destination airport landing and takeoff requirements, scheduling pilots to conduct missions with set flight time limits, coordinating travel arrangements with passenger and agency customers, ensuring completion of drive-vs.-fly calculations to justify flight expenditures, consolidating flight requests to optimize flights, when possible, obtaining necessary flight authorizations, and collaborating with staff and customers to coordinate mission schedules around aircraft maintenance. The position coordinates with contract pilots and other flight departments to arrange travel for state agency personnel when requests exceed the division’s capacity to deliver. The position generates, distributes and processes all payments for air missions, in collaboration with division finance staff. This includes ensuring customers are billed accurately for the flight services division and payments are received and accounted for appropriately. This position ensures that air missions, maintenance, operations, purchasing and inventory are entered and tracked in the division’s aviation software system. The position generates reports on flight operations, as required, for internal NCDOT and external audiences. The position supports strategic and annual work planning and tracking by reporting routinely on progress toward goals and participating in division long-range and annual work planning, offering knowledge, data and trends identified while tracking and reporting on operations. The position is the point of contact for external groups seeking to use the division’s hangar for events. This includes determining facility availability, coordinating scheduling, communicating plans to division staff and coordinating set up, take down and special needs required by groups. The position assists division teams and staff with logistics and coordination of outreach events, including workforce development events hosted in the hangar and conferences and trade shows held elsewhere.Knowledge, Skills and Abilities / CompetenciesApplicants must submit an application that clearly reflects work experience that demonstrates the following:
