JOB SPECIFICSWashington County is hiring for an Engineer Technician II/Senior. The Engineering Technician II – Design and GIS Assets Program performs moderately complex engineering work in design, and/or GIS management within the Public Works Department with limited supervision. DESIRABLE EXPERIENCE :

Prior experience in Construction Inspection or Construction Surveying/Staking

Prior experience working independently on highway construction projects

P rior experience engaging with other staff, contractors, utility companies, and others to maintain objectives and schedules of county roadway construction projects

SELECTION TECHNIQUE : Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration. HOURS / DAYS : 7:00 a.m.-3:30 p.m., Monday -Friday plus overtime hours as needed during construction season. Work schedules (hours and days) and location are subject to change based on department needs. JOB SUMMARYThe Engineering Technician II – Design and GIS Assets Program performs moderately complex engineering work in design, and/or GIS management within the Public Works Department with limited supervision.EMPLOYMENT CRITERIAMINIMUM QUALIFICATIONS:This assignment requires a two-year degree in civil/highway engineering, an Associate's Degree in GIS or a similar degree in a directly related field. Four years of experience may be substituted for post-secondary education requirement above. Demonstrates ability to download, process and analyze field data from advanced surveying equipment; and

Demonstrates skill in operating surveying equipment such as total stations, data collectors' global positioning systems and electronic distance meters.

DUTIES & RESPONSIBILITIESDesign Engineering:

Perform engineering calculations and designs for County infrastructure improvements, including horizontal and vertical alignments, cross-sections, right-of-way and material quantities;

Coordinate and prepare construction plan documents, layout plan format and content;

Prepare project cost estimates and special provisions.

GIS Assets Program:

Compile, develop and maintain the Public Works asset management geographic and attribute databases;

Collect, change, convert and project data to work with electronic data from other agencies;

Collect GIS field data using GPS equipment for the Public Works Capital Assets programs; Perform surveys (GIS data collection, preliminary, route, topographical, hydraulic and construction, etc.);

Assist in the development and implementation of standard GIS procedures, programs and processes for asset management program;

Develop, create and design graphic media for the County website and projects;

Perform field measurements of horizontal coordinates, elevations and highway alignments for the GIS system and verify the accuracy of the data collected; and

Participate on committees to provide technical assistance to develop GIS maps, reports and related products.

Traffic Operations

Prioritize and perform field locates for underground county-owned utilities per Gopher State One Call requirements and coordinate with utility and excavation companies as needed;

Inspect traffic signal systems to determine if all components are functioning as intended to accommodate pedestrian and vehicle traffic;

Provide routine and preventative maintenance of signal systems;

Diagnose malfunctioning traffic signal systems by isolating problems to specific pieces of equipment in the cabinet, field hardware, or connecting cables by using standard and specialized test equipment;

Configure and perform repairs on traffic signal systems and equipment, including replacement of pedestrian stations, signal heads and indications, configuration of basic controller functions, and configuration of Accessible Pedestrian Systems (APS);

Operate equipment including overhead personal lift vehicle, hand and power tools, and electronic test equipment;

Respond to emergency situations such as traffic signal damage caused by traffic crashes or storms;

Review and interpret traffic signal and roadway construction plans;

Provide direction to contractors performing work on behalf of the Department;

Maintain inventory of traffic operations assets, including on-hand stock of parts and equipment and field inventory of assets via Geographic Information System (GIS) tools;

Perform other duties as assigned.WORK ENVIRONMENTWork is performed 10% outside and 90% inside.Work performed is semi-sedentary in nature, and typically performed within the Government Center, a satellite office or other field work location. Lifting requirement of up to 30 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, calculator, telephone, camera, and microfiche reader, cash register, and copy and fax machine, power and hand tools, and other maintenance equipment. Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to work at a service center, attend meetings, participate in or lead training sessions, etc. may be required. May involve exposure to environmental conditions.
