Summary of Duties:
The Housing Specialist assists the Housing Programs Administrator to support COIC's diverse Housing and Houselessness Program. This Program is focused on providing strategic leadership, convening, planning, governance/priority-setting, and information generation in service to the broad array of government agencies, service providers, and other partners working on housing and houselessness in Central Oregon. This position will collect and analyze regional factors impacting housing and houselessness within Central Oregon and will lead and coordinate projects associated with this program. The position will work closely with a broad range of partners and community stakeholders to execute the work of the overall housing team.
Essential Qualifications, Knowledge, Skills, and Abilities:
- Bachelor's Degree in a related field (such as Business, Public Administration, or Social work) plus 4 years of work experience in housing, houselessness, and/or community development or related field; or the equivalent combination of education and experience in a related field may be substituted.
- Demonstrated knowledge of and/or experience with public agency organization, operation, policies, and procedures.
- Demonstrated knowledge of applicable state and federal rules, codes, and regulations for area of assignment, particularly state Oregon Housing and Community Services and federal Housing and Urban Development.
- Demonstrated knowledge of housing and houseless issues, programs, policies, partners, and funding resources.
- Experience in serving vulnerable populations, including unsheltered and homeless.
- Experience in navigating local government and community resources and social service systems.
- Skilled in the area of the principles and practices of records management and project management.
- Customer service techniques for dealing with partners, in person and over the telephone.
- Business and personal computers, and specialized software applications.
- Organizing and managing administrative and technical services with minimum supervision.
- Using initiative and independent judgment within established procedural guidelines.
- Understanding and applying relevant rules, ordinances, codes, regulations, policies, procedures, administrative orders, and other governing regulations. Working independently, maintaining composure and confidentiality, and working effectively in a high-pressure environment with changing priorities.
- Reviewing, correcting, researching, and maintaining complex public records.
- Prioritizing multiple tasks, projects, and demands.
- Maintaining electronic records, files, and databases.
- Reviewing documents for accuracy, completeness, and compliance with requirements.
- Establishing and maintaining cooperative working relationships with co-workers and partner organizations and staff.
- Communicating effectively verbally and in writing.
- Demonstrate courteous behavior when interacting with visitors and COIC staff.
- Promote COIC goals and priorities and comply with all policies and procedures.
- Must pass a criminal background and driving background check.
- Valid driver’s license and access to private vehicle or equivalent means of transportation.
- Mobility to work in a typical office setting and use standard office equipment.
