Right-of-Way Technician I (B21): $23.00- $34.50/ hour
Right-of-Way Technician II (B22): $25.64- $38.46/ hour
Right-of-Way Specialist (B23): $28.28- $42.42/ hour
Pay dependent on qualifications and in accordance with Oregon's Pay Equity Act.

Position Overview:
The City of Springfield is seeking a Right-of-Way Technician/ Specialist to assist the Survey Section in determining need and acquiring right-of-way rights for construction, reconstruction, relocation or improvement projects, including streets utilities, and other City and public facilities.

Training & Experience:
The City will consider any equivalent combination of knowledge, skills, education, and experience to meet minimum qualifications. Such ways to meet minimums includes:
High school diploma and 0-2 years of experience maintaining records and providing administrative support (Technician I: B21)
One year of specialized or technical training beyond high school with 2-3 years of experience related to right-of- way, real estate, or appraising (Technician II: B22)
Associate degree or two-year certificate and 3+ years of experience conducting specialized property acquisitions, negotiating with property owners to acquire rights of way, and preparing legal documents (Specialist: B23)
License and Certification:
A valid Oregon Driver’s license by time of appointment (or within time frame outlined by state statue if moving from out of state), and ability to maintain acceptable driving record throughout employment
Right of Way Technician I License and Certification:
Right of Way Certification (RWA) from the International Right of Way Association or ability to obtain within 12 months of hire
Right of Way Technician II License and Certification:
Right of Way Certification (RWA) required or equivalent certifications
Equivalent certifications can include:
Associate Degree in Business or Real Estate
Oregon Real Estate Broker’s License
Oregon Registered Appraiser Assistant Certification
Other industry-specific credentialing through the International Right of Way Association
Right of Way Specialist License and Certification:
Right of Way Certification (RWA) required
Right of Way Professional Certification (RWP) required or Oregon State Licensed Appraiser required or the ability to obtain RWP within 3 years
Ability to obtain Oregon Notary Public within 12 months of hire.
