Primary Purpose

The Program Manager is responsible for the day-to-day operation of the program. This position is responsible for ensuring that each resident receives quality care, and the program maintains compliance with all state, federal and local regulations, and Joint Commission accreditation requirements as well as the ability to manage system of care for multiple service delivery mechanism.

Education and Experience

Master’s degree in Education, Social Work, Psychology, Sociology, or Registered Nurse (Baccalaureate). Three years broad level personnel management responsibilities. Ability to manage system of care for multiple service delivery mechanism. Three years’ experience in psychiatric or group care settings with young adults and demonstrated supervisory abilities. Preferred LPC and/or LMFT license and/or receive within 2 years.

Essential Duties, Responsibilities and Core Competencies:

Oversee program operating budget and ensure revenue and expenses are in-line with the program budget.

Coordinate program activities, including daily and weekly schedule/calendars, visits, appointments, events, and activities.

Develop and maintain developmentally appropriate program structures and guidelines in collaboration with the residents and staff team.

Ensure appropriate staffing patterns are maintained, and that supervision is present to ensure safety and support.

Coordinate all aspects of admissions and discharges.

Maintain an active, visible, regular, and reliable presence in the milieu.

Demonstrate understanding of adolescent and adult developmental levels and treatment and implement individual and group strategies based on identified need.

Supervise Personnel:

Provide administrative and clinical leadership and direction to the program and its employees.

Develop and maintain staff schedules assuring proper round-the-clock coverage ratios.

Manage employee time off requests, track absences, training requirements, and ensure the accuracy of time sheets.

Provide direct one-to-one clinical and administrative supervision to the Assistant Manager, Residential Supervisor, Residential Therapist, Peer Support Specialist, and Residential Mental Health Associates (RMHA) as needed and maintain supervisory documentation.

Conduct annual performance appraisals for direct supervisees.

Attend to job performance of all program staff and provide observations, coaching, and feedback.

Addresses issue(s) of concern with supervisees immediately or at the next supervision session; documents having addressed the issue (s) and action or follow up; follows up on supervision action items and documents outcome.

Ensure policies, procedures, and practice guidelines are consistently updated and implemented.

Quality Assurance:

Ensure survey/audit readiness across all areas of the program per OAR’s, Joint Commission Standards, and agency policies.

Complete audits, drills, and quality improvement tasks and reports.

Comply with all federal, state and agency health and safety reporting requirements.

Attend to safety and physical plant issues as they arise.

Facilitate and track required trainings.

Track and respond to incident reports and ensure notifications are complete.

Assist in development and maintenance of program policies and procedures.

Abide by ethical codes, mission, values, and professional standards, including confidentiality.

Clinical:

Participate in after hours on-call rotation to provide consultation and assistance for RTH programs.

Deliver and coordinate mental health services for residents and families including individual, group, and family therapy utilizing agency clinical practices.

Establish rapport while maintaining clear, consistent, appropriate, and therapeutic boundaries.

Ensure required clinical documentation is completed on time per OAR’s, Joint Commission, and agency expectation including but not limited to: mental health assessments, risk assessments, and service plans.

Concisely and thoroughly document daily clinical information.

Provide timely accurate documentation.

Meet billing requirements.

Provide case management, demonstrate knowledge of and be able to efficiently access community resources, support services and referral systems for treatment and discharge planning.

Provide transportation of residents, or assistance of transportation for appointments and activities.

Safely de-escalate residents, including in crisis situations, by effectively using verbal intervention skills.

Perform all work tasks in a proper and safe manner per established policies, procedures, and guidelines to prevent unnecessary injury, time loss and agency expense.

Leadership:

Attend and participate in leadership meetings, committees and trainings.

Present a positive attitude, professional demeanor and demonstrated respect with residents, families, staff, visitors, and community partners.

Demonstrate alignment with the philosophy of noncoercive, client-driven, Trauma Informed Care, Collaborative Problem Solving, and

Feedback Informed Treatment (FIT).

Utilize effective communication approaches in interactions with clients and colleagues

Demonstrate flexibility adapting to program change.

Model effective leadership and communication skills.

Participate in supervision, accept feedback and offer feedback to others.

Develop and maintain community partnerships.

Safety Work Environment:

Perform all work tasks in a proper and safe manner per established policies, procedures, and guidelines.

Contribute to ensuring the work environment is safe and well maintained to prevent unnecessary injury, time loss and agency expense.

Comply with all federal, state and agency health and safety reporting requirements.
