The Center for Professional Development in Career and Technical Education (CTE) in the College of Education and Human Development is a grant funded Center charged with delivering a range of services and provides field-based teacher education programming in a specialized setting in the Eastern region of the state.

The Assistant Director of Budget and Grants Management reports to the CTE Center Executive Director, the Assistant Director of Budget and Grants Management and is responsible for overseeing the fiscal operation of the CTE Center to ensure the effective and efficient delivery of services for proper accountability and compliance with contract requirements, university policies and state regulations. Other key areas include management of hiring contracts and completing grant contract requirements.

Duties will include completing fiscal requirements and contracts, invoices, expenses, report and audit preparation, represent the Center at conferences as needed, and ensure great customer service to all stakeholders.

Perform other duties as assigned.

Essential Functions of Position:Oversee all CTE financial transactions ensuring University and College policies are followed, and that appropriate authorizations are obtained. Advises and provides frequent updates to grant PI on allocations and reconcile effort reports quarterly.Collaborate with external agencies involved with the grant(s) such as the Career and Technical Centers, PA Department of Education (PDE), Pennsylvania Association for Career and Technical Administrators (PACTA), post-secondary institutions, and other local, state, and national agencies.Budget and coordinate adjunct hires in collaboration with CEHD Finance and Academic operations team, responsible for developing procedures, tracking and monitoring expenditures. Ensure timely completion of expenditures, and payments of all invoices.Manage accounts payable and receivable, department credit card(s) and submitting and managing department purchases as well as reconciliation of department credit and Diamond Dollar card accounts.Manage and reconcile department cost center expenditures and prepare detailed and final activity reports for grant(s); Ensure that all University, College, department as well State funding policies and procedures are being followed; Monitors Center expenditures, troubleshoot issues and assists PI with ongoing fiscal management.Maintain records, financial reports, periodic and final reports required by Center, Temple University and funding agencies; and prepare audit materials and contract reports.Adhere to departmental policies and procedures and manages departmental projects to ensure proper delivery of services in alignment with grant guidelines and CEHD policies and procedures.Ensure compliance with university policy regarding funded projects, hiring, leave request, travel reimbursements, purchasing, etc. and assists the Executive Director in identifying staffing and professional development needs. Assists in staff hiring as necessary.Manage the office space and ensures Centers' offices and common areas are properly maintained. Coordinates and allocates furniture, facilities improvements, and supply allocation.Coordinates the collection of appropriate documentation for audits. Assists in maintaining Centers files and records and works with staff within the Center, College and the University to prepare the submission of any necessary forms or reports.Other duties as assigned.

Required Education & Experience:

Bachelor's degree and at least five years of directly related experience including managing budgets and funded projects, and project management experience. An equivalent combination of education and experience may be considered.

Prior experience working in higher education and/or state-wide bureaucracies.Prior experience working with grant-funded projects that are large in scope.Familiarity with Temple University's landscape, policies and procedures
