The Business Analyst reports to the Revenue IT unit’s Senior IT Manager (Water). This role is responsible for guiding the success of the technology and services related to various business processes that align with the City’s and Department of Revenue’s Water Revenue Bureau (WRB) technological strategic priorities and future-state agile, digital city experience. Working with cross-functional technology teams and business process stakeholders, they will oversee technology related business process initiatives from requirements through implementation, assessment, testing, and continuous enhancement. In this role, the Business Analyst will be the ‘voice of the customer’, focusing on needs, expectations, understandings, and desires of OIT and business process stakeholders to improve processes and increase satisfaction.  As a member of the Revenue IT unit, the Business Analyst is expected to uphold the organization’s mission and contribute positively to a collaborative, human-centered, innovative, accountable, transparent, and inclusive culture within the business unit.Essential Functions
Business Process Discovery and Management
    Advocate the value of various business processes and encourage their use.
    Elicit, document, communicate, and manage requirements, solution scope, assumptions, constraints, and traceability. 
    Conduct stakeholder analysis, assess capability gaps, evaluate solutions, analyze data, and define transition requirements for organizational readiness.
    Apply core business analysis techniques, leveraging methodologies such as data modeling, process modeling, decision analysis, requirements workshops, and KPI evaluation to drive effective solutions. 
    Facilitate stakeholder collaboration, conducting interviews, document analysis, and brainstorming sessions to define business rules, non-functional requirements, and evaluation criteria.
    Lead requirements gathering (including interviewing users, analyzing work processes and operations, establishing solution objectives, and evaluating systems functionality) to uncover insights about various business processes and opportunities to improve existing services and explore new ones.
    Work closely with development and support teams during business process related projects, including writing use cases and assisting in prioritization of features and functionality for systems
    Contribute to the planning for new or enhanced IT services or service bundles based on partner input and knowledge of OIT policies and standards
    Research, investigate, and promote the use of existing and emerging technologies to support or enhance IT operations and/or work.
    Perform initial testing of enhancements and provide feedback to developers as needed.  Coordinate with subject matter experts on second level testing.
    Keen ability to determine when to apply Project Management principles. 
    Contribute to Project and Portfolio Management.

Relationship Management
    Build and maintain collaborative and consultative relationships with business users and central OIT areas related to specific business processes being managed and serve as primary point of contact for IT coordination of services, communication, and planning around those business processes.
    Gain an in-depth understanding of OIT’s and WRB’s processes and requirements.
    Conduct regular reviews, priority-setting, and planning sessions with business users and other stakeholders.  
    Serve as an advocate for those priorities, plans, and other technology needs within WRB and OIT.
    Monitor, evaluate, and regularly report to leadership on business process-related IT projects, services, and support; the delivery of services according to service level agreements; and levels of client satisfaction.Competencies, Knowledge, Skills and Abilities
