Position Summary The PPD Training Bureau/Police Academy provides initial training to new recruits, required annual MPOTEC training to all officers, and specialized training to individual units and newly promoted officers. The Executive Director will evaluate Academy faculty, develop new training curricula and lesson plans, and provide guidance on methods and practices of teaching to Academy staff and adjunct instructors. The Director will ensure the academic integrity of the Academy, and the training programs offered, promote innovative teaching techniques and manage partnerships with local universities and colleges. The position works with the Chief of the Training Bureau, and reports to the Deputy Commissioner of Organizational Services. The Philadelphia Police Department is seeking a highly qualified, results-oriented, professional to serve as Executive Director of Training Curriculum and Professional Development.  The Executive Director is responsible for overseeing, managing and supporting the design, implementation, management and evaluation of training programs for the Philadelphia Police Department.  The Executive Director will facilitate professional development and continuing education and ensure all personnel are highly qualified and well equipped to perform their duties in a constitutional and impartial manner.  Essential Functions Lead the development, implementation, and evaluation of a comprehensive and evidence-based curriculum for all PPD sworn and civilian personnel.  Analyze data and conduct research to identify areas for improvement in training programs.  Collaborate with the Chief of the Training Bureau on the development and implementation of the annual training plan.  Structure and create courses of instruction, curricula and lesson plans for the Academy’s primary course modules, including Recruit Training, In-Service Training, and specialized training. Develop leadership and professional development training modules focused on succession planning and advancement for PPD personnel, both for sworn and professional staff. Implement standardized assessments that will ensure curricula is aligned with the PPD objectives and provides data to inform instruction and ensure what is learned is applied. Oversee systematic and routine assessments of both instructors and instructor material to measure and plan continuous improvement. Oversee and drive implementation of required MPOTEC requirements, including new training policies, and lesson plan and curricula development. Review and approve primary instructional materials such as curricula and lesson plans. With the Chief of the Training Bureau, manage the retention and assignment of Academy faculty. Provide and monitor a comprehensive professional development plan for all instructors. Ensure that Academy methods and practices of teaching reflect educational best practices. Build a culture of sharing of effective practices among instructional staff by facilitating cross-class observations, co-planning sessions, and ad-hoc meetings as necessary. Serve as a consultant to instructors in matters of classroom management, teaching methods, and general Academy procedures. Manage partnerships with local colleges and universities as well as internal and external subject-matter-experts and vendors to deliver training. Assist with training material review, selection and purchasing process. Ensure compliance with legal requirements of the Commonwealth of Pennsylvania regulations and agencies.  Competencies, Knowledge, Skills and development. Identification and management of grants and funding opportunities for training programs. Approaches to tailoring training needs analyses for diverse job classifications within an organization. Leadership principles and the application of effective management practices in training environments. Skill:Identifying and evaluating staff development and training requirements. Leading the design and implementation of training programs that align with organizational objectives. Driving improvements in performance indicators and employee capabilities through training initiatives. Building partnerships with cross-functional teams to ensure training aligns with departmental priorities. Measuring the impact of training programs on organizational performance and workforce development. Managing complex training projects, ensuring timely delivery and adherence to quality standards. Adapting instructional methods to meet the diverse learning styles and needs of employees. Ability:Plan, administer, and oversee budgets related to training and development functions. Understand and navigate municipal government structures, operations, and departmental functions. Analyze departmental needs and develop customized training materials to address specific requirements. Communicate effectively through written, verbal, and multimedia presentations for diverse audiences. Draft detailed reports and deliver presentations on training program outcomes and recommendations. Cultivate strong working relationships with department leaders, employees, and external partners. Understand and integrate the culture and climate of the assigned department into training strategies.
