We are seeking an experienced senior project manager to oversee administrative and research operations for several programmatic initiatives. First, the Program Manager will oversee daily operations for the Penn Patient-Oriented Research and Training to Accelerate Learning (Penn PORTAL) program, a large, jointly awarded grant from the Agency for Healthcare Research and Quality and the Patient-Centered Outcomes Research Institute to develop Penn’s capacity as a learning health system (LHS). Penn PORTAL will provide training and research infrastructure to LHS scientists with personal, disciplinary, and institutionally diverse backgrounds who conduct patient-centered outcomes research. The Program Manager will be responsible for coordinating all research and administrative needs for LHS scientists, including: 1) navigation of regulatory processes (e.g., data use agreements, subawards, IRBs, invoicing, etc.); 2) design and execution of research protocols (e.g., set timelines, manage project scope, consult with investigative team on major protocol changes); 3) guiding LHS scientists through external vendor processes; 4) managing reporting (e.g., according to the cadence set forth by the funding agency, CT.gov, or to internal Penn entities); 5) coordinating analytic consultations between faculty leads and LHS scientists; and 6) liaising with members of PORTAL leadership, collaborators, and community partners to facilitate stakeholder engagement for LHS scientists. Additionally, the Program Manager will supervise research staff who are assigned to the studies conducted through PORTAL.Second, the Program Manager will contribute to additional PAIR Center projects and studies that focus on underserved populations and/or the improvement of research practices and equity as they arise. These may include oversight of daily research activities (e.g., maintenance of regulatory documents, recruitment, data acquisition, payment, and study reporting) and/or the research staff who conduct these activities, as well contributing to manuscript-writing and the dissemination of results and output resulting from these initiatives.We seek a candidate with 7-10 years of prior experience in health services research, including a minimum of 5 years of project management experience. The candidate must be highly organized with excellent communication and interpersonal skills. The ideal candidate will have experience with multi-site project management and demonstrable project management skills. The Program Manager will function independently in carrying out most responsibilities. This position reports directly to the Assistant Director for Project Management within the PAIR Center.Job Description Job Responsibilities

Qualifications

Master of Science and 5 to 7 years of experience or equivalent combination of education and experience is required.
