THE POSITIONPennsylvania Emergency Management Agency (PEMA) is seeking a detail-oriented individual to conduct operational planning that is essential to assist the Commonwealth in preparing for and responding to emergencies and disasters. The ability to work with multiple state agencies, regional task forces, counties, and localities to achieve this goal and ensure the safety and security of people and property in the Commonwealth is an essential component of the Agency's mission and key asset for this position. DESCRIPTION OF WORKThis position is located in the Planning Division within the Bureau of Planning, Training, and Exercise at PEMA. Duties include the development of strategies, goals and objectives that will formulate operational plans for PEMA, statewide emergency management, homeland security, and emergency preparedness. Your duties will include preparing for and carrying out or coordinating emergency functions to respond to emergencies and disasters, as well as the involvement in operational planning initiatives. This work requires knowledge of emergency management and related directives, policies, regulations, procedures, and methods, as well as the collaboration and fostering of relationships between federal, state, regional task forces, counties, and local municipalities and private sector/non-government organization (NGO) partners. Work Schedule and Additional Information:

Full-time employment

Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.

Telework: You may have the opportunity to work from home (telework) part-time, after the successful completion of a comprehensive on-site training period. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Will be required to serve in the Commonwealth Response Coordination Center (CRCC) during activations, including possible nights and weekends.

Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS Minimum Experience and Training Requirements:

Successful completion of the Emergency Management Trainee program (commonwealth title); or

Two years of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military; and a bachelor’s degree; or

An equivalent combination of experience and training that includes one year of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military.

Special Requirement:

This position requires possession of a valid Class C driver's license.

All positions require certification in the following courses from the Federal Emergency Management Agency (FEMA) Emergency Management Institute, within six months of hire:

IS-100.C: Introduction to the Incident Command System

IS-700.B: An Introduction to the National Incident Management System

IS-800.D: National Response Framework, An Introduction

IS-2200: Basic Emergency Operations Center Functions

Other Requirements:
