and is Merchant Marine Evaluation Specialist that also serves as the

Course Oversight Auditor (COA), the selectee will serve as a

Merchant Marine Evaluation Specialist and as a Course Oversight

Auditor (COA) who is responsible for auditing mariner training

courses and the facilities where the training is conducted. The

incumbent is responsible for advising merchant mariner credential

applicants regarding service requirements and physical standards in

accordance with current regulations.Being a Coast Guard civilian makes you a valuable member of the

Coast Guard team. Typical work assignments include:

Auditing approved maritime courses by reconciling

contradictions, conflicts, and inconsistencies

Entering all audit related information into a centralized

database for review and disposition

Administering required tests to groups of licensed or documented

applicants to ensure the course curriculum is sufficient to

allow a person to pass an examination on the first attempt

Performing all the duties as directed by the REC Chief

equivalent to the GS-07 level (in the Federal sector). Specialized

experience is experience that has equipped you with the particular

knowledge, skills, and ability to successfully perform the duties of

this position and is typically in or related to this line work.

Examples of specialized experience include examining documentation

for completeness against established policy, guidance, and

regulation; proctoring examinations or equivalent oversight

responsibilities; analyzing situations against laws, regulations and

procedures; and reviewing documents to determine approval and/or

disapproval, interacting with merchant mariners, examining

applications for merchant mariner licenses and documents. Experience

in proctoring merchant mariner examinations or proctoring merchant

mariner examinations in the politage area is desired, but not

required.OR at least one of the following if using education to qualify at

this grade level:Have a master's or equivalent graduate degree; OR2 full years of progressively higher level graduate education, if

related; ORA law degree such as an LL.B. or J.D, if related; ORA combination of specialized experience: equivalent to the GS-07

level in or related to the work of this position AND some graduate

level education that provided the specific knowledge, skills and

abilities to successfully perform the duties of this position and

experience. Experience and education combinations are computed by

first determining the total qualifying experience as a percentage of

the experience required for the grade level; then determining the

total of qualifying education as a percentage of the education

required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify at

that grade level.GS-11: Applicants must possess one year of specialized

experience equivalent to the GS-09 level (in the Federal sector).

completed post-high school education and experience may be used to

applicant's total qualifying experience as a percentage of the

experience required for the grade level; then determining the

applicant's education as a percentage of the education required for

the grade level; and then adding the two percentages. The total
