There is one position available that will be filled at either the ECC or Senior ECC level, commensurate with the successful candidate's skills and abilities. This position is responsible for assisting with environmental compliance programs at multiple Dominion Energy South Carolina (DESC) Power Generating Stations. Core job functions include maintenance and continuous improvement of programs to ensure compliance with environmental regulations and permits, as well as conformance with corporate policies and procedures.This position is located at our McMeekin Plant in Columbia, SC and will also support 3 other facilities located in the Columbia area. This position is subject to a rotating call-out schedule in support of plant outages, emergency response activities associated with spills and severe weather events, and is subject to after hours, weekend, and holiday work in outdoor and industrial environments during inclement weather conditions. This position will require frequent travel, within the state to support multiple DESC Power Generating Stations. Occasional overnight travel may be required.ECC: Responsibilities include, but are not limited to, the following:

Provide support for plant’s NPDES and drinking water systems

Provide support for plant’s air compliance activities

Complete and submit required NPDES reports, Quarterly Title V, Annual Title V Compliance, and Annual Emissions reports

Handle disposal of hazardous, non-hazardous, and Universal waste.

Assist in the implementation of training and inspection packages to maintain and enhance compliance programs

As needed, serve as the compliance point-of-contact with local, state, and federal environmental agency personnel

Perform quality assurance reviews upon agency-required reports prepared by others, as well as generate internal and regulatory-required submittals

Senior ECC: Responsibilities include, but are not limited to, the following:

Serve as the plant’s National Pollution Discharge Elimination Site (NPDES) and drinking water subject matter expert

Serve as the plant’s air compliance subject matter expert

Complete and submit required NPDES reports, Quarterly Title V, Annual Title V Compliance, and Annual Emissions reports

Review and comment upon proposed local, state and federal regulations and permits

Coordinate the respective Clean Air Act (CAA), Clean Water Act (CWA) and Safe Drinking Water Act (SDWA) compliance programs and respond to new requirements and needs with internal stakeholders.

Handle disposal of all hazardous, non-hazardous, and Universal waste.

Develop and implement training and inspection packages to maintain and enhance compliance programs

Serve as the compliance point-of-contact with local, state, and federal environmental agency personnel

Perform quality assurance reviews upon agency-required reports prepared by others, as well as generate internal and regulatory-required submittals

Review and comment on environmental aspects of capital projects at the plant

Required Knowledge, Skills, Abilities & ExperienceMinimum Requirements (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications):Environmental Compliance Coordinator:

Must have a Bachelor of Science degree in Environmental, Biology, Chemistry, or other science-related field and at least 2 years of related experience, or an Associate degree and at least 4 years of relevant experience, or a High School diploma and at least 6 years of experience in a related field.

Senior Environmental Compliance Coordinator:

Must have a Bachelor of Science degree in Environmental, Biology, Chemistry, or other science-related field and at least 5 years of related experience, or an Associate degree and at least 7 years of relevant experience or a High School diploma and at least 9 years of experience in a related field.

Additional Knowledge, Skills, and Abilities for both levels:

A valid driver’s license and proficiency in the use of business computer applications to include Microsoft Office applications (Outlook, Word, Excel, SharePoint) is required.  

The successful candidate must possess strong data analysis and technical writing skills, strong interpersonal skills, strong decision-making skills, and well developed organizational skills.  

The successful candidate must be able to prioritize tasks effectively and contribute to the success of the organization collaboratively and individually as needs dictate.

Preferred Qualifications for ECC:

Compliance experience in an industrial setting

Familiarity with Clean Air Act, Clean Water Act (CWA), and Safe Drinking Water Act (SDWA)

Preferred Qualifications for Senior ECC:

Compliance experience in an industrial setting

Multimedia compliance experience in an industrial setting.

Regulatory compliance program development/coordination, familiarity with Clean Air Act, Clean Water Act (CWA), and Safe Drinking Water Act (SDWA) analytical methods, familiarity with CWA/NPDES toxicity investigations and issues, and a practical understanding of drinking water and wastewater treatment technologies and applications.
