About the Position: The 841st Transportation Battalion is located in the Coastal Area of North Charleston, South Carolina with metropolitan/urban area with population of approximately 350k. Warm-sunny coastal climate. Position located on Joint Base Charleston. Responsibilities Plans, directs, coordinates and supervises traffic management and cargo operations for the import and export of all military cargo transiting the command\'s Area of Responsibility (AOR). Plans and coordinates movements and handling of cargo entering and leaving throughout the Area of Responsibility (AOR). As Transportation Officer (TO) ensures that quality and timely work is provided by terminal highway and rail contractors and evaluates performance against contractual requirements. Certifies contractor\'s invoices in the PowerTrack/Syncada Third Party Payment System and certifies the monthly Summary Invoice in an accurate and timely manner, resolving any billing issues before certification. Performs the full range of supervisory duties and responsibilities. Ensures timely performance of work and that quality standards are met. Performs vulnerability assessments and ensures that adequate internal control systems are developed and operative so that government resources are efficiently and effectively managed. Gives advice, counsel, and/or instruction to employees on both work and administrative matters. Specialized Experience: One year of specialized experience which includes 1) Leading traffic management and/or cargo operations; 2) Analyzing transportation programs to advise and make recommendations for improvements; 3) Utilizing multiple automated systems such as the Electronic Transportation Acquisition (ETA) system, the Global Air Transportation and Execution System - Surface (GATES-S), the Integrated Booking System (IBS) and the Global Freight Management (GFM) system to accomplish work; AND 4) Resolving complex transportation related problems utilizing regulations, procedures, policies and automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
