Job Title: Project Manager Location: Pierre, SD Duration: 12 Months Description of Work The South Dakota Department of Social Services (DSS), Division of Medical Services (DMS) plans to replace its current Medicaid Provider Enrollment (PE) solution with an entirely online or electronic solution that meets all federal and state requirements. DMS is seeking an individual to join the State team as a Project Manager for this solution implementation and subsequent certification. Multiple candidates may be proposed for the Project Manager position, but the State expects a single individual to be responsible for project management activities. Scope of work

  • Have at least 2 years project management experience with the implementation of an information system, with strong preference given for MMIS module implementation experience and South Dakota-specific experience;
  • Experience with information technology projects and procurement management including managing comprehensive project plans, project lifecycle, change management, and general applicable CMS MMIS regulations and requirements.
  • Have experience establishing a project management system and managing both technical and business teams, with preference for Project Management Body of Knowledge (PMBPOK) based disciplines and methodology.
  • Have knowledge and experience with CMS certification of a MMIS module via MECT with an understanding of the requirements for Outcomes Based
  • Certification. Preference will be given to candidates with actual OBC experience.
  • Plan, facilitate, communicate, forward problems, find solutions, and resolve differences.
  • Ensure the selected PE Solution vendor adheres to time and budgetary constraints.
  • Arrange, organize, and hold weekly, or more frequent as needed, status meetings.
  • Ensure overall project quality in adherence to proven standards and methodologies.
  • Ensure all PE Solution contract deliverables are met.
  • Create, maintain, and update a project schedule with review of inputs from the PE solution vendor that includes all tasks, subtasks, and dependencies.
  • Manage project risks, and issues.
  • Assist State staff, as needed, in the preparation and updates of Advance Planning Documents as related to the PE project.
  • Provide project management of the PE module CMS Outcome Based Certification (OBC) including, but not limited to, the following:
  • Developing and maintaining a certification project schedule
  • Leading and directing the preparation of any documentation, outcomes, KPIs, and artifacts necessary for federal OBC system certification during PE system implementation, including working with State staff in developing and receiving CMS approval for appropriate quantifiable outcomes.
  • Updating and maintaining a database of artifacts and certification documents
  • Scheduling and leading regular meetings with State and vendor staff, and IV&V and CMS as needed or necessary
  • Assisting the State and vendor with completion of the MECL checklist, or required documentation and outcomes necessary for OBC as delineated by CMS
  • Working with necessary State Bureau of Information & Telecommunications and DSS staff to ensure system integration, security, HIPAA, data integrity, and data governance requirements are met and develop necessary documentation as needed
  • Other certification efforts as needed
