DescriptionPCSI is looking for a Contracts Manager! The Contracts Managers act as the primary point of contact for a portfolio of PCSI's facility maintenance service contracts, mostly federal work with the Department of Defense (DoD). The Contracts Manager is responsible for building maintaining relationships with their government counterparts for each contract and following through on contract requirements. This role is highly collaborative internally with Business Development and Cost & Pricing departments in resolving issues and developing new contract proposals.We are looking for someone customer-focused with strong problem solving skills; state/federal/DoD-specific contract administration experience is preferred but not required. This is a hybrid position based out of our corporate office in south Austin, TX. Relocation assistance is available.Benefits Include:

Serve as a primary point of contact for the administration of government and state service contracts for various entities.

Create and maintain relationships with the Contracting Officers and Contracting Specialists and serves as the singular point of contact for the portfolio of contracts assigned to them.

Communicate and presents information to stakeholders about all contract-related matters.

Solve any contract-related problems that may arise with other parties and internally within the company itself.

Maintain complete files on all contracts, contract modifications, and potential and actual contractor claims and disputes.

Maintain a complete understanding of contract requirements to ensure relevant contract administration obligations are met in a timely manner.

Monitor legal and regulatory requirements pertaining to contracts and work with Legal department should issues arise.

Assure timely responses to all internal/external requests for information.

Provide timely and accurate data, advice and interpretation of contract requirements and processes.

Assist with negotiating contract renewals and amendments, including identification of provider resources.

Recommend changes and/or cancellations to contract documents to ensure consistency among contracts with legal, program and fiscal requirements.

Assist in resolving discrepancies concerning contract billing issues through interface with customers, pricing and/or senior management.

Promote quality service through problem solving skills that foster positive communication and interpersonal relationships with staff.

Coordinate with and notify other departments on contractual due dates and maintains contract tracking status.

Maintain and monitor Contract Management System (CMS). This may include scanning and adding files, metadata, and other relevant documentation.

Perform administrative tasks involved from acquisition planning through contract closeout.

Bachelor’s degree in Business Administration, Finance, Accounting or similar field preferred, or equivalent combination of experience and education.

National Contract Management Association CPCM or CFCM certification or equivalent preferred.

Minimum five (5) years of experience in contract administration (may include Procurement, Finance, Accounting, Acquisition, Supply Chain Management, or a combination of these).

Experience in state and/or federal contract administration strongly preferred.

Working knowledge of the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) preferred.

Knowledge, Skills and Abilities:

Familiarity with socioeconomic programs and federal acquisition strategies for those programs.

Familiarity with Cost Accounting Standards, Cost Reporting and interactions with DCAA.

Familiarity with federal systems of management and analysis to include but not limited to SAM, WAWF, EDA, FPDS-NG and others.

Significant experience with Microsoft Products including but not limited to Outlook, Excel, PowerPoint and SharePoint required.

Ability to multi-task including prioritizing, planning timelines and timely execution of multiple contracts.

Ability to interpret policies, procedures and regulations.

Ability to write and edit contract requirements and specifications.

Ability to communicate professionally both orally and in written format.

Ability to work as a team member.

Self-starter, able to work with minimal direction and supervision.

Possess high integrity and honesty.

Other Requirements:

Ability to pass criminal, drug, financial, and driving screening.

May need to have the ability to legally drive a company vehicle.

Ability to exchange accurate information in person and over the phone.

Travel may be required, up to 25%.
