POSITION OVERVIEWPN#30261 Assistant Director (Exe Lev) – Workforce Innovation & DevelopmentPURPOSE OF DIVISION The Houston Airport System’s Mission is to connect the people, businesses, cultures and economies of the world to Houston. Terminal Management exists to deliver a 5-star experience for all passengers travelling through Houston’s airports. This experience includes all Guest facing services from the time a passenger enters the airport facility to the time they depart on an aircraft and vice versa. The scope of Terminal Management’s responsibility includes aesthetic appearance, functional condition of airport facilities and amenities, operational readiness, and terminal ambiance. Terminal Management is the primary liaison with airlines, federal agencies and any Guest facing service provider at the airports as well as with Skytrax, an organization that rates airlines and airports worldwide and is the inspiration for the Houston Airport System’s mission of becoming a 5-star global air service gateway where the magic of flight is celebrated.PURPOSE OF THE POSITIONThe Workforce Innovation & Development Assistant Director role exists to ensure the effective delivery of Enterprise Workforce Support Functions in an active role achieving organizational excellence through collaboration during the planning, development, and implementation phases of department-wide workforce support ensuring that our workforce is well equipped to handle and propel the organization to the next level. Additionally, the WID Enterprise Workforce Team manages assigned administrative support functions department wide.POSITION CORE COMPETENCIES: Leadership – refers to the manager's or supervisor's ability to: (a) Influence others to accomplish organizational objectives. JOB DESCRIPTION:The Workforce Innovation & Development Assistant Director will lead the WID Enterprise Workforce Team which is responsible for overall management of the workforce initiatives along with the Finance Department by establishing processes that proactively collaborates with the business plan for current and future needs of the workforce. Drives the Employee Engagement Group to provide the desired communication and activities that will increase employee engagement, decrease turnover and increase employee Voice Survey overall for HAS. Along with the Training and Development Division, build and deliver a robust library of training courses and offerings for all HAS employees, specifically the Project Management and Administrative Assistant Training and Development. Along with the Division Manager of Administration, work to finalize the HAS uniform program. As well as identify deficiencies in HAS employee related policies and provide update to policies and procedures.ESSENTIAL DUTIES: Monitor and improve the service delivery from the HRD Shared Services, ARA Payroll Teams, and other HRD/non-HAS support services for the Aviation Department by working actively with the HR Client. Relations Manager, ARA Division Manager, or other designated point of contact on COH personnel/payroll activities related to HAS including the processing of personnel actions (MSS) and personnel document coordination; coordination and management of necessary data/reports specific to the needs of HAS; ensure an accurate, timely and useful employee exit interview survey and data source to support initiatives to improve turnover rates; and manage interfund billing and budgeting.

Track and report regularly workforce headcount to the business ensuring the achievement of timely and optimal staffing.

Coordination and assistance with the Enterprise Content Management Project.

Coordination and assistance with the Workforce Space Planning Initiative.

Manage the Orientation and Onboarding functions, Workforce Planning, Maintenance and Revision of Departmental Competencies and Attributes, Divisional Support for HAS requirements relative to COH provided Support Services, Special Projects, and other related initiatives.

Complete WID Initiatives for the fiscal year for those projects (and portions of projects) involving functional areas of the business unit.

Work to establish and actively promote a positive culture in both WID and HAS through a lateral team approach within the division consistent with the department’s values, core competencies, mission, vision etc.

Hire WID staff as agreed upon with Chief Terminal Management Officer.

MINIMUM REQUIREMENTSEDUCATION: Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.EXPERIENCE: Seven years of administrative experience are required, with at least three of the years in a managerial capacity.A Master's degree may be substituted for two years of experience.PREFERENCESPreference will be given to candidates that possess: Demonstration of progressive responsibilities in the following areas:

o Workforce planning

o Change management

o Competency mapping & management

o Onboarding and Orientation

o Related skills

Possess a knowledge and understanding of education, training and/or learning and development.

Excellent group interaction and facilitation skills

Good presentation, oral and written communication skills

Highly organized and responsive

Experience and proficiency with Microsoft Office (e.g., Excel, Word, Outlook and PowerPoint) and Adobe software

Relevant certifications applicable to the Workforce Innovation & Development purpose to include:

o Project Management Professional (PMP)

o SHRM Certified Professional (SHRM-CP)

o Certified Change Management Professional (CCMP)
