POSITION OVERVIEWAPPLICATIONS ACCEPTED FROM: All Persons InterestedSECTION: Meter Reading REPORTING LOCATION: 2700 Dalton Street WORKDAYS & HOURS: Monday - Friday, 7a.m - 4p.m. Subject to change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe Customer Service Section Chief will be responsible for leading the organization, operation, sustainment, and maintenance of the water meter reading section to ensure an effective, efficient, orderly, safe, and secure work environment.

Participate in managing the performance of the Advanced Metering Infrastructure (AMI) Mobile Van reading system.

Organize, schedule, and manage the Meter Reading Orders (MRO) and master billing schedule to ensure timely and accurate automated and visual meter readings.

Coordinate activities within section, other sections, and service lines of the department.

Address and resolve complex or escalated customer inquires and issues. Work closely with the customer service billing and accounting teams to ensure timely and effective resolution to customer concerns.

Develop and track key performance indicators (KPIs) to measure the performance of the meter reading team. Analyze data to identify trends and areas of improvement.

Ensure personnel adherence to safety policies and guidelines.

Complete performance appraisals, recommends disciplinary and/or performance counseling as appropriate.

Ensure consistent application of personnel policies and procedures.

Foster a positive and collaborative work environment. Provide ongoing training and professional development opportunities for meter reading personnel.

Soft skills, strong verbal and written skills required.

Manages other tasks, as assigned.

WORKING CONDITIONSThis position routinely requires lifting of moderately heavy items, such as computers or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. This is a Houston Public Works Emergency Management position at the Tier III Level. MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTSRequires a high school diploma or a GED. EXPERIENCE REQUIREMENTSFive (5) years of administrative or customer service related experience are required. Associate degree may be substituted for up to two (2) years of experience. Bachelor’s degree may be substituted for up to Four (4) years of experience. LICENSE REQUIREMENTSNone PREFERENCESPreferences given to applicants with knowledge, ability, and experience in water meter reading billing w/o's, water meter maintenance, Microsoft Excel (intermediate proficiency level), GIMS, KRONOS, and INFOR Public Sector (IPS). Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
