POSITION OVERVIEWApplications Accepted From: All Persons InterestedDivision: Environmental HealthSection: Pollution Control & PreventionWorkdays/ Hours: M-F, 8:00 a.m.- 5:00 p.m.Subject to changeDESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe Houston Health Department (HHD) Pollution Control & Prevention is seeking a qualified candidate for the position of Environmental Investigator III. The selected candidate will be responsible as followed: Investigate complaints concerning pollution and contamination through on-site inspections with monitors, samplers, and other screening equipment.
Conduct enforcement by issuing citations and violation notices to violators and testify as an expert witness during court proceedings.
Investigate minimum property standards and health code issues at multi-family habitability facilities.
Prepare surveys, investigation, and observation reports for utilization in corrective recommendations or as legal evidence in the prosecution of violators.
Maintain and operate scientific instruments.
Communicate and coordinate with owners and property managers to track corrective actions at apartments.
Participate in educational public outreach events.
Make referrals to other regulators and programs for any issues not addressed by the Bureau of Pollution Control and Prevention.
WORK ENVIRONMENTThere are occasional exposures to significant levels of heat, cold, moisture and air pollution. The position may involve infrequent exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises and minor burns. The position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTSRequires a Bachelor's degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.EXPERIENCE REQUIREMENTSTwo (2) years of pollution/environmental control experience are required.LICENSE REQUIREMENTSNonePREFERENCESPreference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.GENERAL INFORMATIONSELECTION/SKILLS TESTS REQUIRED None.
