This position will be a working leader position (direct charge ≥ 50% of their working time). This position would preferably be hybrid, based out of Windsor Locks, CT or Houston, TX. Less preferably, this position could be remote. Emphasis of this position will be focused on leading a matrixed team of Proposal Managers , as well as focus ing on supporting the program teams with pursuit and proposal activities. In addition, management of portions of customer interaction/action item reporting, subcontract management support, customer deliverable management, and risk and opportunity management . This position coordinates activities across the Mission Systems shared services business model and requires collaborative working relationships with Operations, Engineering, Manufacturing, Sales, Contracts, Supply Chain, Quality, and IPP&C (Finance) points of contact in various instances of onsite, hybrid, and remote environments. It is an excellent opportunity to build leader ship and networking skills. The leader will interface with various departments and organizations throughout Mission Systems and will be expected to understand VSL tools and processes in support of their teams. Primary Responsibilities:

Manage a team of proposal management professionals and cooperatively determine objectives and approaches to completing work.  This responsibility requires knowledge and experience of working proposals start to finish.

Sets objectives and guides team on execution/approach for achievement of result.

Understands and explains policies, practices, and procedures and may influence others.  Also responsible for making moderate to significant improvements of processes, systems, or products to enhance performance of work area.

Prepare and m anage proposal efforts within budget.

Develop compliant bid/proposals in response to customer requests for procurement (RFP).

Supports the execution of projects and programs by interacting with internal stakeholders at varying levels.

Cultivates and maintains relationships with internal VSL customers through proactive and continual communication.

Develops and administers individual schedules and performance requirements. Supports and assists staff with complex and difficult projects to ensure quality work completion and resolves issues as needed.

Responsible for workforce planning to ensure the efficient operation of the function. Oversees staffing, development, performance management/evaluation, diversity, health/safety, and employee relations. Leads 10-14 individual contributors.

Ensures the assignment of staff is appropriate to meet the needs of VSL. Provides on-the-job training and coaching to staff; focuses on the effectiveness of the overall team in meeting diverse support needs; adapts and re-allocates assignments to enhance the performance of the group.

Conducting proposal kick-off meetings and progress/status meetings to maintain the proposal schedule.

Compiling and formatting the proposal document; including writing and editing sections.

Manage RFI response process and prepare RFI for submittal.

Participate in proposal negotiations.

Conduct After Action Review following completion of the proposal to identify and document process turnbacks and lessons learned.

Basic Qualifications:

Prior Risk Management experience .

Must have Proposal Management experience .

Strong background in the development of competitive proposals from pre-RFP requirements definition through award of contract, to include managing support for fact-finding, Requests for Information (RFIs), negotiation, and sweep .

Prior external customer support/interface experience .

Experience working in a matrix environment .

Typically requires University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience

The ability to obtain and maintain a U.S. government issued security clearance is required.

U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

Prior supervisory experience of teams of 10+.

Knowledge and application of Collins Management System (CMS).

Some travel may be required.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
