Project Procurement Engineer

A Snapshot of Your DayAs the

Project Procurement engineer, you will be a key individual contributor that

represents Supply Chain in the Project – Bidding and Execution Phase, as

a sub-project manager leading the Project SCM strategy. The successful

candidate will organize all Procurement activities in a project under optimum

deployment of resources while effectively liaising with procurement, commodity

management, expediting, supplier quality and logistics functions. You will

implement project procurement strategies, aiming to optimize project results,

including availability of goods and services in quality, in time, in budget.

Ensure observance of obligatory Procurement processes and regulations.How You’ll Make an Impact

Develop project specific sourcingstrategy to optimize overall cost position in accordance with Divisionsourcing strategies (pooling, utilization of master contracts and/or usingANC (Advance Negotiation Concept) incl. eAuction, where applicable inproposal phase).

Identify procurement risks(Procurement Risk Register), opportunities and market influences togetherwith Commodity Management, to avoid potential damage / exploit potential.

Provide vendor-lists agreed withCommodity Management and aligned with client Approved Vendor List (AVL),as applicable. Prepare and provide a project procurement plan.

Introducenegotiation recommendations together with commodity management to preparefor negotiations with suppliers (back-to-back where appropriate) and toinitiate appropriate measures. Involve CVE as needed.

Review and confirm Order EntryCalculation on procurement scope.

Lead/ supportcomplex contractual and price negotiations and/or support the supplymanagers / specialist buyers responsible for material fields (those notcovered by any commodity management) to secure project targets withoptimum conditions based on TCO.

Ensure that major procurement risks, changes to originalscope of supply and potential claims (towards customers and suppliers) arecovered in valid contracts. Ensure that contractual obligations (towardsthe customer that must be fulfilled by supplier) are covered in a way thatmitigates the own risk exposure.

Control vendormanagement of the supply managers / buyers’ team, being responsible forthe entire supply chain.

Liaise and work with with Project Management and otherprocurement department functions for enhancing the projects execution andfacilitating the resolution of any related technical or administrativeproblems.

Proactively ensure status transparencyabout availability of resources and ensure early alerting in case ofdeviations. Clarify internal indicators for project controlling andcompiling all relevant information to submit qualified reports (e.g. forthe project team, Procurement management team).

Establishproper sourcing processes, control all procurement resources andactivities in the project and inform all involved within procurement todeliver optimum impact for the business (Procurement plan, target-costing)relating to budget, availability, timeline, and quality.

Update the Procurement Risk Register (basis inputs fromsupply managers, buyers, expeditors, logistics, inspectors etc.) to ensureProject Management is apprised of mitigation of previously identifiedrisks and/or additions of any new procurement related risks.

Share best practice and provide feedback on LessonsLearned of past projects to avoid NCC re-occurrence. Participate inlessons learned (win/loss) meetings.

What You Bring

Bachelor’s degree in supply chain management OR bachelor’sdegree (B.S) in an engineering field.

Min of 3+ yearsof experience.

Advanced MSOffice applications skills, particularly Excel, Outlook, PowerPoint

Advancedknowledge of sourcing process

Workingknowledge of SAP Supply-Buy Material Management modules.

Advancednegotiation skills

Basicunderstanding of contractual purchasing terms and conditions, and its application

Good problem-solvingskills.

Ability towork in a matrix organization.

Advanced dataanalytics & cost modeling skills

Leadership andinfluencing skills.

Ability to runpresentations to management level.

Good businesscommunication skills in written and spoken English language.

Availabilityto travel estimated 25% of time.

International/ cross cultural work experience preferred.
