DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSHouston Parks and Recreation Department seeks an energetic, self-motivated, team player, and customer service driven individual to join the Management and Finance Division. The mission of the Houston Parks and Recreation Department (HPARD) is to build a sustainable community and enhance the quality of urban life by providing safe well-maintained parks and offering affordable programming for our community. To achieve this mission, HPARD is seeking a solutions-oriented, self-starter who can provide professional analytical administrative and management system services to all level of managers within the department. The position will be able to coordinate and direct the development, implementation, and monitoring of various financial activities (including but not limited to budget preparation, trend analysis, reconciliations, internal audits, etc.) with strong oral and written communication skills and analytical aptitude to join the Management and Finance Division as Senior Staff Analyst.Essential job duties and responsibilities include:

Develops, monitors, analyzes, and updates various financial reports, records, projects, and plans.

Develops, coordinates, monitors, analyzes, and updates budgets.

Processes financial transactions.

Reviews analyzes and recommends enhancements to financial programs and systems.

Coordinates and conducts special projects.

Works Directly with divisions, upper-management, Finance Department, and other departments on financial projects.

Develops and reviews internal audits and reviews procedures.

Assists divisions with monthly budget reports, daily budget questions, reconciliations, etc.

Develops and interprets Financial Data Tools for the department.

Creates and maintains tracking systems for different divisions, programs, and activities.

Handles highly confidential information.

Works directly with the Deputy Director, Assistant Directors, and Division Managers of Community Center/Recreation and Wellness Programs.

May be assigned management responsibilities on a limited basis for certain functions, units or programs.

May Lead/Supervise other financial positions.

Performs other duties as requested by Director and department heads.

WORKING CONDITIONSThe position is physically comfortable most of the time with occasional periods of stooping, bending and/or light lifting of materials of up to 10 pounds. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a monitor.MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration, or a field directly related to the type of work being performed. Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis. EXPERIENCE REQUIREMENTSFive years of professional administrative, financial or analytical experience related to the type of work being performed are required. Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis. PREFERENCESPreference will be given to candidates with the following:

Strong written and verbal communication skills; demonstrated ability to train and mentor team.

Excellent problem-solving and analytical skills.

Demonstrated ability to manage multiple projects under tight deadlines.

Adapts well to changes; Demonstrated success working with diverse clientele.

Strong Microsoft Excel experience.

Supervisory experience.
