The Assistant Director is responsible for a discipline within Communications and Signaling including establishing and delivering long term objectives to improve performance. The Assistant Director is also responsible for liaising with other maintenance functions within WMATA. Bachelor¿s degree in Civil Engineering, Mechanical Engineer, Electrical Engineering, or related field.
In lieu of a bachelor¿s degree, a high school diploma with 4 years of transit, maintenance, or other applicable industry, in addition to the experience stated below, will be considered

A minimum of five (5) years of maintenance management experience, responsible for the management and administration of a comprehensive systems maintenance organization.

The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.SUMMARYThe Assistant Director, Communications and Signal Maintenance directs, plans, schedules, and manages designated staff within the department, and leads the 24/7/365 operations, ensuring effective maintenance, clear communications, and safety. The Assistant Director assists in overseeing the development and execution of plans for preventive and corrective maintenance and maintains equipment and facilities in a state of good repair.ESSENTIAL FUNCTIONS
Assists the Director of Communications & Signal Maintenance in the effective leadership and operational management of communication and signaling activities to ensure comprehensive emergency preparedness and crisis management.
Coordinates efforts to evaluate, develop, and effectively manage the implementation of preventive, corrective, and overhaul maintenance programs for all equipment maintained by the communications and signaling team. Ensures system infrastructure and equipment are in a state of good repair.
Assists with establishing and communicating operating rules and regulations and coordinates efforts with planning, developing, managing, and implementing policies. Ensures the enforcement of safety and security policies and programs through review and analysis of problems, or potential problem areas, to ascertain the need for operational and/or policy changes, escalating to senior leadership when required.
Coordinates efforts to develop and manage the implementation of contingency plans in the event of an emergency and ensures that all WMATA systems are maintained at the highest operating Standards and in accordance with all regulatory codes. Ensures the availability of properly trained personnel and appropriate equipment for response.
Assists with preparation of short and long-term forecasts for maintenance operational activities, budget, and other management purposes. Ensures production efficiency and estimates staffing and material requirements and equipment improvement needs.
Coordinates efforts to schedule and control procedures for maintenance and coordinates maintenance activities within the communications and signaling department. Ensures the equipment meets and complies with Americans with Disabilities Act (ADA) requirements.
Provides direction, counsel, guidance and mentoring to subordinate staff; establishes work plans for performance measurement; conducts performance appraisals; oversees process to administer/implement personnel actions (promotions, demotions, disciplinary actions and grievance-related actions). Assists in ensuring comprehensive employee training programs are provided.
Plans, directs, coordinates, evaluates, and analyzes the performance of field operations information gathered from various report sources, to include equipment availability and reliability analysis, and takes actions to increase efficiency and effectiveness. Conducts regular field inspections to observe maintenance activities, communicate with employees, and respond to internal and external audits.
Coordinates efforts to develop and execute responses to severe weather events (snow/ice, severe rain/high wind conditions, flooding, hurricanes, etc.) and operational emergencies on a system-wide basis to ensure proper preparation for seasonal and emergency activities.
Ensures the safety of employees and that hazards in the work environment are corrected promptly.
