We are looking for a Program Analyst - Navy ERP Experience Required to support one of our DoD clients.The candidate should be motivated and driven and have a keen eye for detail. Strong written and verbal communication is required. Candidates should be able to produce work products that are accurate in presentation and content, and be able to remain focused in spite of fluctuating workloads. Demonstrated experience in organizing and facilitating meetings, experience in developing, organizing, forecasting and maintaining financial budgets and tracking technical and financial milestones is required. Experience in creating and coordinating budget and acquisition funding documents and having knowledge/competence in analysis using modern PC computer techniques, systems, and tools is required.Description

Government planning, forecasting, program budgeting, funding, program execution monitoring, and reporting commitment, obligation, and expenditure benchmarks.

Verifiable experience developing and executing complex programmatic tasks, and interfacing with Government and support personnel in order to meet program manager needs.

Verifiable experience with acquisition strategies related to science and technology procurement.

Verifiable experience with the development and refinement of the science and technology investment strategy which includes, but is not limited to, providing support to the BFM and Program Officers for such initiatives as well as for Congressional mandates.

Verifiable experience preparing funding documents, procurement packages and associated supporting documentation which may include, but is not limited to, Contract and grant checklists, DD254, Contract Data.

Requirements Lists (CDRLs) for grants and contracts based on guidance from Program Officers and review requirements checklists to insure all required documentation has been provided by the vendor.

Verifiable experience responding to Data Calls which includes, but is not limited to requests for information from multiple sources concerning technical, programmatic, and financial aspects of programs as well as status of proposals forwarded for contract/grant award. Data calls frequently provide a short turn-around time for responses. Work is done independently and provided to the Business Financial Manager for review and approval.

Inquiries may need to be researched and coordinated with subject matter experts.

Verifiable experience in tracking availability and use of funds and review financial documents and plans for impact on program objectives and requirements to assist Program Officers to optimally allocate resources. This may include, but is not limited to, program specific financial issues related to deficiencies, excesses, trends and imbalances that directly impact ONR Benchmarks for execution

Requirements

High school diploma with at least at least six (6) years of verifiable experience providing business and financial support to organizations with Science and Technology (S&T) and/or Research and Development (R&D) missions; or Bachelor’ s degree from an accredited college or university and three (3) years of experience providing verifiable business and financial support to organizations with S&T and/or R&D missions; and completion of core certification training standards required for DAWIA BFM Level I and/or S&TM Level I, or professional experience supported in resume and/or training certificates comparable to DAWIA certification.

Must have experience supporting the NAVY and must have current ERP experience.

Must have a current Secret Clearance.
