Job Description:The Office of the Assistant Secretary of the Navy, Financial Management and Comptroller (OASN (FM&C)) requires strategic support to enhance its highly skilled and engaged FM workforce to support the DON's mission. This support will require integrating changes to audit strategy, organizing and providing actionable metrics, and ongoing strategic implementation. You will be working on one or some of the following efforts: Workforce Integration, Talent Acquisition, Talent Management, Employee Engagement, and Event Management.As a Level III Strategic Communications & Change Management teammate with the Navy's FM&C staff, you will leverage your experience to support the following efforts:Workforce Integration

Develop implementation strategies to support DON FM Strategy Goal 1, “Enhance our highly skilled and engaged workforce to support the DON's mission.

Provide and prepare content, strategic guidance, and analysis supporting Special Projects.

Refresh, enhance, or design new DON FM brand strategy materials.

Prepare senior-level briefing documents, reports, and event talking points in support of FMA and FM&C leadership.

Talent Management

Provide support to Talent Management workstreams, including development and enhancement of learning paths, requirements development for an end-to-end Learning Management System (WAYPOINTS), and working group coordination.

Develop strategies to enhance current DON training courses available in FM Connect, including developing custom content, leveraging existing external content and tools, and identifying partnership opportunities.

Develop implementation plans to increase user adoption of DON FM training and leadership development programs and create metrics.

Provide support to the DON implementation of the DoD FM certification program, including policy updates, development of training videos and content, and job aids for FM staff, supervisors, and component administrators.

Conduct a skills gap analysis of the FM&C workforce and provide recommendations to address identified gaps to strengthen the FM workforce across the enterprise.

Employee Engagement

Support the execution of DON FM reward and recognition programs such as DoD and DON FM awards, conduct reviews and training, and develop briefing materials and correspondence.

Develop and enhance communication channels to conduct DON FM outreach, as well as to conduct quarterly DON FM pulse surveys. Analyze survey results and work with the client to develop a comprehensive report of the survey results.

Develop new programs to enhance the employee experience, including mentorship programs and rotational assignments for staff across the DON.

Event Management

Provide planning, logistics, and project management support to conferences, symposia, and training events to include initial coordination, conference approval packages, briefing materials, staffing and pre-briefing of materials, booth material, booth support, promotional videos, and other activities necessary to support and positively reflect OASN (FM&C) presence at the event.

Coordinate the planning and execution of conferences, symposia, and training to include strategic communication, after-action reports, logistics support, in-person and online event coordination, panel coordination, preparing agenda, briefing material, and talking points for identified speakers, interactive components, and facilitating all other content development. Provide all necessary coordination with stakeholders to ensure successful event execution.

Experience Requirements:Six (6) years of progressive, relevant experience.Relevant Experience: Experience supporting organizational change management, human capital development, workforce training, and process improvement for the Department of Navy. Additional Requirements:Experience developing and delivering materials, deliverables, and presentations tailored for Senior executive-level personnel who demand a thorough understanding of the subject matter and a high level of precision, sophistication, and attention to detail. This necessitates a nuanced understanding of the audience's preferences, communication styles, and expectations.Certification Requirements: N/AEducation Requirements:Mandatory: Bachelor's Degree from an accredited United States college or university in a field of study relevant to his/her professional role.
