Summary About the Position: Be an Army Civilian - Go Army! Civilian employees serve a vital role in supporting the Army mission. You will serve as a Resource Management Specialist of the Project Manager Integrated Personnel and Pay System - Army (IPPS-A) by providing Agile support services for authorized customers, both in and outside DoD, including government, non-government organizations, domestic and foreign. Responsibilities Responsible for establishing policies, planning, prioritizing, and conduct of efficient and economical use of financial and manpower resources. Review and evaluate organization's program of objectives, projected financial costs, and milestones for impact on financial and resource planning. Propose revisions to plans in contractor scheduling and production of services, increases or decreases in appropriations for a project, as needed. Evaluate effectiveness of utilization of financial and manpower resources, and redirects efforts by revising priorities, and transferring funds. Review and analyze monthly progress reports from the contractors to evaluate variances between scheduled work and actual work performed. Analyze commitments/obligations with original projections; identify shortfalls and overages with reference to documented. Product objectives; and recommends adjustments to the PM/PO in resources (manpower and funds). Collect and present status of resources in relation: status and availability of funds, transfer of funds, progress of budget execution. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Conduct financial analysis for programs within the organizations; AND 2) Formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates; AND 3) Serve as the Financial Systems Subject Matter Expert utilizing a variety of budget and accounting programs to ensure funds are properly allocated and are being obligated in a timely and effective manner; AND This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-02 (or GS-11 equivalent).
