Title:Manager, Subcontracts (Proposal Support)The Manager, Subcontracts (Proposal Support) will provide leadership in every aspect of the subcontracts and purchasing proposal process and use creative thinking skills to drive solutions that help solve the critical missions for KBR National Security Solutions (NSS). The Manger, Subcontracts Proposal Support will be responsible for support of active proposals.This position will be a valuable business partner and responsible for activities associated with proposal development, NDA and TA negotiations and award. The successful candidate will have a thorough knowledge and experience with all contract types and enjoy working in a challenging, fast-paced environment dealing with complex contracting and proposal matters. Work independently with minimal oversight, research compliance issues, interpret regulations, and formulate recommendations, using knowledge of FAR, DFAR and other Customer regulations. Act as the primary focal point within their assigned business area for customer interface with Company during all phases of supply chain performance. Solve problems, develop solutions, and assist the senior leaders in achieving their financial and performance goals and objectives. This position will report to the Director of Procurement and Supply Chain for the NSS business unit. Responsibilities/Duties Primary duties and responsibilities include but are not limited to the following:

Responsible for management of the Procurement function as it relates to proposal support and interface with supervisors, managers, and cross-functional organizations

Directs, controls, and oversees the purchasing activity related to the acquisition of supplies and services that have a significant effect on programs and the expenditure of resources, in accordance with applicable government and corporate regulations

Oversees management and administration regarding supplier performance and maintains continual internal and external reviews to ensure that all issues are resolved in accordance with company policies and procedures, customer requirements, and management direction

Provides expertise in identifying potential procurement problems or conflicts, analyzing impact/ramifications and resolving issues

Interacting with subject matter experts to write, and edit material for proposals, proposal boilerplates, white papers, and other assignments.

Participates with management in continuous improvement activities to ensure compliance with government and company policies and procedures

Reviews and oversees bid packages, leads procurement negotiations, performs price/cost analysis as appropriate, serves as leadership interface with suppliers, oversees the analysis and evaluation of proposals, and ensures the final settlement and closeout of purchase orders

May perform supervisory responsibilities: hires and trains employees; manages dismissals; conducts performance evaluations; plans and approves salary increases; manages discipline and documentation steps in problem employee situations; establishes department and individual performance goals; and reviews employee’s performance against goals

Champions, coaches, and motivates team members and assists in the development and training of site and/or field site personnel

Establishes and maintains effective business relationships with internal and external customers and suppliers

Some travel may be required

Performs all other duties as assigned

Required Qualifications

Skills required for this job are typically acquired through the completion of an undergraduate degree and 12+ years of experience; 5 which should be in management

Experience with Cost Plus contract type administration and management

Experience reporting and briefing senior level leadership

Excellent written and oral communication skills, along with organizational, analytical, and project/time management skills.

Detail oriented and works well with proposal team in a fast-paced, deadline driven environment.

Experience with Microsoft Excel and Deltek Suite of software

Preferred Skills

Preferably has previous experience with preparation for a Contractor Purchasing System Review (CPSR) and administration and management of Other Transactional Agreements (OTA)
