This position is primarily responsible for assisting project engineers with technical research and other tasks, data management, permit application, communication, and quality assurance. In addition, this position will play a critical role in implementing a new Capital Project Management Information System (CPMIS). In a collaborative environment, this individual will enjoy a challenging and rewarding experience supporting FCDOT’s efforts to achieve the County’s ambitious transportation goals.Responsibilities include:
Researching property records and deeds related to multimodal transportation capital improvement projects;
Collaborating with project engineers on required property owner notifications, including preparing, distributing, and tracking correspondence;
Reviewing plats, plans, specifications, and estimates and providing quality assurance oversight to ensure compliance with local, state, and federal standards;
Creating maps, drawings, plans, and other required documentation for permit applications;
Preparing, updating, submitting, and tracking permit applications from various county and state agencies;
Preparing, reviewing, submitting, and tracking state street acceptance packages to ensure accuracy and compliance with state codes and regulations;
Collecting, managing, and reporting technical project-related information, including project descriptors required for performance measurement reporting;
Monitoring status of projects and identifying and documenting issues to support effective project delivery;
Preparing documentation, collecting project data, and coordinating with other agencies to produce project status reports and the Annual Completed Projects Book;
Maintaining the department’s Capital Project Management System (CPMS) database and serving as a subject matter expert on the Capital Project Management Information System (CPMIS) implementation;
Monitoring federal and state regulations, design guidelines, and contract requirements and recommending changes to relevant policies and procedures;
Developing and updating policies and procedures to support effective project management and team operations;
Supervising an Engineering Technician position, including developing goals, assigning tasks, monitoring workload, evaluating performance, and providing training, coaching, and mentoring; and
Performing other duties as assigned.

Experience in and knowledge of land/property survey standards, deeds, and plats, including research of existing property databases;
Experience in and working knowledge of policies and procedures related to the following: Virginia Department of Transportation (VDOT) Land Use Permit (LUP); VDOT Secondary Street Acceptance, including the Roadway Design Manual (RDM); Virginia Supplement to the Manual on Uniform Traffic Control Devices (MUTCD); the Locally Administered Projects (LAP) Manual; the Enhancement Program Procedures Manual; Fairfax County Land Development Services (LDS) processes and requirements, including the PLUS application; and County/VDOT design standards;
Experience in and knowledge of local, state and federal permitting processes, requirements, and databases, including the ability to research said databases;
Experience and proficiency in the use of computer applications and software, including Microsoft applications with emphasis on Word, Excel, and Access;
Expertise utilizing Adobe Pro or Foxit Phantom;
Ability to create maps, drawings, point and shape files using ArcGIS applications;
Experience and ability to create plans, maps, drawings, etc. utilizing AutoCAD, and/or Microstation;
Experience with file sharing applications such as Egnyte or ProjectWise;
Excellent written and oral communication skills;
Demonstrated experience as a supervisor, including coaching and mentoring;
Desire to work in and contribute to a collaborative environment.
PHYSICAL REQUIREMENTS:Ability to visit and walk project sites. The ability to perform repetitive motion duties associated with operating a personal computer. Work is generally sedentary, however, employee may be required to do some walking, standing, bending, and carrying of items under 45lbs in weight.
