In this role, you will support the NIH Office of Management (OM) Administrative Systems Technology Officer (ASTO) in undertaking a multi-year effort to implement a large-scale OM data strategy and governance program. This position is an internal and external customer-facing role that works directly with executive-level leadership, stakeholders, business management teams, and technical management teams to build relationships with stakeholders and exceed their expectations.Work Visa sponsorship will not be provided for this role.HOW AN IT BUSINESS SUPPORT SPECIALIST WILL MAKE AN IMPACT:
Prepare presentations for and present to senior level audiences
Write and update project charters and project documentation
Formulate strategic planning documents for IT systems
Provide administrative support, such as meeting notes and project coordination across tasks
Create status updates, briefings, presentations, talking points, and similar deliverables in support of customer IT initiatives
Communicate with IT systems owners and related staff to discuss and clarify submissions to the Governance Board
Support IT Governance Review of proposed technical solutions
Assist in the development of and review enterprise system budgets
Maintain content on various SharePoint and MS Teams sites and provision users with access to content as required
Implement a detail-oriented, problem-solving framework in a multi-workstream environment
Cultivate value-driven strategic partnerships with business stakeholders from Manager level to C-Suite Executive level in order to encourage, drive and support enterprise digital innovation
WHAT YOU’LL NEED TO SUCCEED:Education: Technical Training, Certifications or degreeRequired Experience: Minimum of five years of experience planning and implementing IT solutions from diverse software platforms across large and diverse organizationsSecurity Clearance: Ability to acquire Level 5 Public TrustRequired Technical Skills:
PMP certification
Proficiency in the use of Microsoft Office, specifically Outlook, Word, Excel, Visio, and PowerPoint
Experience with data visualization tools (i.e., Power BI, Qlik, or Tableau)
Knowledge of data management, data governance, data visualization
Experience with Cloud technologies, specifically Azure
Experience with the Software Development Lifecycle (SDLC)
Experience with integration of technical changes across multiple systems with multiple system owners
Required Skills and Abilities:
Experience working on multiple projects at once, balancing priorities, multitasking, and requiring minimum supervisor input
Ability to articulate technical specifications into business documentation for Senior level audiences
Familiarity with IT project management tools, techniques, and documentation with the ability to prescribe those into adaptable and flexible project plans
Ability to analyze cost vs. benefit of IT solutions
Ability to effectively communicate
Ability to lead discussions with strong facilitation skills
Ability to exhibit professional diplomacy, while effectively relating to people at all organizational levels internally and externally
Must have good problem-solving skills
Must be able to work effectively independently and in teams
Flexibly adapting plans to a dynamic environment
Preferred Skills:
Familiarity or hands-on experience on development and delivery of low code solutions using Microsoft 365 products and/or Power Apps
Prior experience working with the National Institutes of Health (NIH) or another HHS OpDiv on IT projects
Knowledge of goal alignment for IT and Business strategies to identify potential risks and identify strategic integrations to achieve optimal outcomes for both
Experience with IT Infrastructure Library (ITIL) processes for ITSM
Familiarity with Agile, SAFe, SDLC and other IT benchmarks for ITSM delivery
Literacy with and the ability to ensure compliance with Federal requirements for accounting, record-keeping, project management, security, and other regulatory requirements
Experience with Business Case development capabilities to include risk identification and risk management
