Job AnnouncementWorks collaboratively with county departments, authorities, businesses and residents to oversee, develop, coordinate, and promote community-facing programs to reduce the county’s impact on the environment. Works under general direction of the Deputy Director of the Office of Environmental and Energy Coordination (OEEC.)Duties include:

Engages county departments, authorities, businesses and residents to advance environmental priorities and identifies opportunities to achieve equitable solutions in support of the Board of Supervisor’s Environmental Vision and Fairfax County’s climate plans;

Analyzes, monitors and communicates resource usage;

Engages with departments, authorities, businesses and residents on the importance of sustainability initiatives and practices;

Formulates budget needs and identifies alternative funding opportunities to support and accelerate program implementation;

Reviews legislative proposals, regulatory filings, and data on sustainable practices and identifies issues, as appropriate;

Develops and writes reports and recommendations regarding sustainability issues based on generally accepted social, economic and environmental principles;

Support tracking progress on community programs and related initiatives;

Uses context-based metrics to measure sustainability efforts:

A complete list of position duties and unique physical requirements can be found in the position description.)Directs and manages long-term, large-scale, high-priority, sensitive programs/projects that are multi-disciplinary and involve multiple agencies;Establishes and implements program policies, develop and manages the budget for designated programs;Ensures County programs reach the intended populations and targeted benefactors;Directs research and evaluation of trends in applicable areas of responsibility;Develops long- and short-term goals, objectives and solutions for division;Interfaces with central County staff departments (such as DMB, DHR, Finance, Purchasing and Supply Management) for seamless collaboration;Provides consultation on strategic planning, organizational development and redesign projects;Prepares for and presents to County Board of Supervisors (or Committee) regarding areas of expertise and responsibility.Required Knowledge Skills and Abilities(The knowledge, skills and abilities listed in this specification are representative of the class but are not an all-inclusive list).Extensive knowledge of the mission, goals, objectives, funding sources, organizational structure, workload, and staffing of the organizational unit or program to which incumbent is assigned;Extensive knowledge of the principles, practices, and techniques relating to the functional area of business operation;Extensive knowledge of statutory and regulatory requirements governing application of program funding, execution of program activities, and achievement of program outcomes;Knowledge of the legislative and executive decision making processes;Knowledge of the project management life cycle and its supporting phases;Ability to identify organizational problems, evaluate possible solutions, and select and implement the most advantageous course of action;Ability to identify and determine appropriate methods for gathering data;Ability to make oral presentations to department management, other departments, or the public;Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.Employment StandardsMINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for " A ny combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; PLUS Five years of professional work experience within more than one of the assigned functional areas.NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.PREFERRED QUALIFICATIONS:

At least four years of progressively responsible experience in program management of environmental programs, and 2 years with local government.

Demonstrated experience in duties related to public administration and strategic planning.

Knowledgeable about legislation and regulations relating to sustainability, climate and energy.

Demonstrated experience in pursuit of alternative program funding opportunities to support program development

Advanced understanding and skills in the development and management of climate programs and reporting and tracking program progress

Ability to apply principles of leadership, creative problem solving, collaboration, decision making, and team building.

Ability to effectively engage diverse stakeholders towards problem-solving and mutual understandings.

Ability to communicate effectively, both orally and in writing.

Ability to present complex information to elected officials, senior management, and members of the community in a clear, concise and understandable manner.

Two or more years of supervisory experience and evaluating staff performance.

PHYSICAL REQUIREMENTS:Ability to attend evening meetings. Ability to carry/lift up to 15 pounds are essential to this position. This position is primarily sedentary in nature. Visual acuity to work on electronic equipment such as a computer monitor and the ability to type on a keyboard.
