Senior Contract Specialist I

ASRC Federal Broadleaf is seeking a Senior Contract Specialist I to join our team in Fort Belvoir, VA.PROGRAM SUMMARY:

Responsible for executing a wide variety of complex, high dollar cost type & firm fixed price contracting vehicles including 8(a) Direct awards/competitions, cooperative agreements, multiple and single awards, IDIQs, commercial contracts, FAR Part 15 full and open competitions, and sole source acquisitions. Provides direct support to government client. The five major Contracting Support Service tasks to be provided are Market Research, Contract Award and Management, Cos and Pricing Support, Contract Administration Support, and Post-Award Services.

JOB DESCRIPTION:

The contractor shall provide FAR Part 10 Market Research support to the DTRA Contracting Officers.

Contract Award and Management:

Prepare pre-solicitation memoranda.

Perform analyses of contractors to determine reliable, competent and capable sources for solicitation, the need for adequate competition, the most efficient form of contracting and specific terms and conditions related to requirements that should be included in solicitations and related contracts.

Prepare solicitations that contractually and legally protect the Government’s interests to ensure delivery of acceptable items to meet operating needs consistent with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and Office of Management and Budget (OMB) Circulars.

Prepare all documentation for the Contracting Officer’s review in accordance with applicable federal rules and regulations such as FAR, DFAR and OMB Circulars and also DTRA’s AL-AC Issuances Desk Guide.

Recommend solutions and develop processes for various contract topics for contracts, grants and other transactions. This may include benchmarking with other agencies.

Cost and Pricing Support:

Provide Cost and Pricing support to the DTRA Contracting Officers. This support includes analyzing proposals submitted for contracts and contract modifications; preparation of pre and post negotiation documentation; and documenting DTRA contract files.

Contract Administration Support:

Support development of negotiation positions and assist in negotiations to finalize acceptable contractual arrangements for modifications.

Prepare approval supporting documents that provide details for agreements reached during negotiations (e.g. price negotiation memorandum) for modifications.

Prepare original contract award and task order award documentation.

Prepare subsequent contract modification documentation (i.e. SF-30).

Assist project officers with invoice analyses and resolution of problems.

Input data into and update the AL-AC Tracking Tool.

Attend and participate in weekly project calls; noting potential issues.

Make the Contracting Officer aware of the potential issues and offer alternatives for resolutions. In rare cases, prepare cure or show cause notices to correct severe performance deficiencies for approval and provide support to ensure completion of accurate and fair past performance evaluations of contractor performance.

Prepare high-level acquisition correspondence (e.g. DTRA executives, Congressional Liaison, and Public Affairs).

Review contractor correspondence, research and draft responses for signature by the Contracting Officer.

Participate in miscellaneous office duties.

Prepare cure or show cause notices to correct severe performance deficiencies for approval and provide support to ensure completion of accurate and fair past performance evaluations of contractor performance.

Post-Award Services:

Prepare and conduct post-award conferences.

Assist in preparation of documentation for any post-award protest.

Respond to and assist both Government and contractor personnel with any contract specific inquiries.

Prepare contract modifications, to include complex contract modifications that require negotiations.

Provide support to the COR and review COR files as appropriate.

Monitor contractor compliance with contract terms and conditions.

Prepare professional acquisition correspondence.

Prepare contract files for closeout.

WORK ENVIRONMENT AND PHYSICAL DEMANDS: 

Normal office environment when onsite

Telework four (4) days a week

Requirements :JOB REQUIREMENTS:EXPERIENCE:

Eight (8)+ years of contract specialist experience, preferably within the Department of Defense (DoD).

Experience with Standard Procurement System (SPS) PD2.

C LEARANCE LEVEL :

Secret Security Clearance
