Summary Serves as Director of the Business Operations Center within the Defense Commissary Agency Information Technology Directorate (DECAIT). The mission of the IT Business Operations Center is to provide executive-level administrative oversight, management, and planning support to the IT Group; oversees IT Resource Management, IT Performance Management functions, Information Management, Information Collections, IT Vendor Management, and all other administrative program/functions of the DeCA IT Group. Responsibilities Development and assignment of goals, objectives and policies for subordinate supervisors and organizations. Ensures the organization has supervisory coverage at all times and that workload is balanced among appropriate organizations. Manage overall IT employee performance management to include DPMAP; prepares, advises, and process IT Awards, recognition, and hiring incentives. Serves as the principal lead for DeCAIT administrative processes, keeping the Executive Director IT/Chief Information Officer (CIO) abreast of IT administrative program mandates, compliance, progress, and obstacles. Leads the directorate responsible for managing budget execution and contributes to all major IT submissions to the DeCA Chief Information Officer (CIO) and Department of Defense Office of the Chief Management Officer (OCMO) including year of planning and execution and future years defense program (FYDP) planning. Requirements Conditions of Employment Qualifications You must meet the Office of Personnel Management (OPM) qualifications for series 0301 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of experience overseeing sales and category management within a retail chain; working multiple category management initiatives; as well as developing and integrating category management programs equivalent to at least GS-14. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience include: Design, develop, and manage systems that meet current and future business requirements; manage assigned IT projects, and prepare and present briefings to senior management officials on complex/controversial issues. Manage IT projects and implements solutions based on cost, schedule, and performance metrics, ensuring enterprise architecture, data management, cybersecurity, risk management and records management compliance. Develop Structure and operations for IT Leadership. Overtime: Occasional Fair Labor Standards Act (FLSA): Exempt Bargaining Unit Status: Not Covered Obligated Position: Yes. This position is obligated to a DoD employee that has mandatory return rights after service in an overseas or non-foreign area.
