The CoS is a strategic partner who is expected to partner with horizontal local teams to ensure clarity and rigor. They are responsible for being able to connect day to day work to the larger goals of the Division. CoS should be able to understand programs and dig into operational processes and project management.CoS are able to deliver on organizational goals and shape the work of the team. They are empowered to make connections on critical elements of driving strategy with day to day responsibilities that they are engaged and accountable for within the Division.Below are the role pillars that CoS play for their leadership team member, and division.Business Cadence & Governance

Responsible for creating, leading, managing, and articulating all leader run forums (articulating purpose, goals, contributing and driving follow up actions)

Understand, drive, and communicate Organization goals, OKRs, and Tech Division level strategies

Accountable for all management routines for the senior leader

Responsible for driving outcomes and connecting the topics for the Divisional leadership team

Lead operational execution for the division

Operationally Well Managed

Seek out and identify areas of collaboration with communications, admins, product, the business, finance, and tech to ensure project or program success against shared goals

Directly support the Tech Division leadership team in all Chief of Staff related activities, with a particular focus on leadership support, operating routines, product connections, and program execution

Stay connected and informed with Product, Admins, HR, Finance, PMCs, Labor Champs, Campus Champs, etc to create communication channels and clarity around processes

Responsible for timely execution of monthly and quarterly horizontal reporting deliverables related to leadership requirements

Responsible for results by influencing and holding horizontal functions accountable for certain results

Accountable for working with the horizontal teams (central to the Portfolio and partners like Product, Design, Finance, etc) to help create operational rigor and collaboration - specifically understanding input opportunities, timelines, and accountable working relationships to help educate local teams.

Thought Leadership

Engage with leadership to ensure data driven strategies are connected; Tech, Product, and Design (where applicable)

Bring a critical lens to the Divisional leadership team on how to connect projects or bodies of work to the Portfolio or across Divisions - find places to integrate, connect, and influence the direction of the organization

Consult with leadership and horizontal stakeholders to ensure divisional and enterprise strategic initiatives progress smoothly and be the first point of escalation for your organization.

Accountable for initiative problem-solving processes through connecting appropriate parties

Actively pursue opportunities to learn mission critical tech concepts in Division and support Division leaders technical agenda from an operational perspective

Workforce Strategy

Accountable, with the Labor team to develop, inform, and implement Tech Division level associate and non-associate lifecycle (including supporting Campus and Grad placements in the Division)

Consult with both Labor and Campus Champions for Division

Stay informed about interview engagement and participation for Division

Consult on remote and hybrid strategy for the Division

Inform and stay connected to people and location strategy

Inform on organizational health, in with the responsible HRBP

Divisional Communications

Drive, iterate, and articulate leader’s vision and point of view in partnership with administrative assistant

Consult with Product, Admins, HR, Finance, PMCs, Labor Champs, Campus Champs, etc to drive communication clarity and processes, accountable for delivery of Leader communication intent

Accountable for crafting storylines for executive storytelling forums.

Accountable for sharing updates on delivery against the highest priorities of the organization

Responsible for the program management of preparing leader for speaker engagements

Leadership Support

Serve as a central point of contact between the Tech Division, Finance, HR, Product, and Business

Bring a strategic mindset to the leadership team and be responsible for execution, monitoring, and reporting on the priorities of the Divisional leader. Take action when things deviate off the priority focus

Advise leadership utilizing institutional knowledge, network of relationships in and out of the organization, and dedication to helping amplify the voice of the leader

Be a force-multiplier driving the effectiveness of the team

Responsible for proactively engaging with the Division to ensure the Divisional leader is prepared for upcoming forums and organizational governance meetings

Accountable for representing the Divisional leaders, where appropriate, and positively building their brand internally

Encourage and build Leader presence within a BRG network - supporting any potential leadership position in a COF sponsored BRG

Divisional Culture & Engagement

Develop a point of view based on the Tech Division feedback and culture of the organization

Exemplify the Capital One Values by doing the right thing and serving as a culture carrier for the organization

Provide insight to support and drive Tech Division culture with a focus on the associate experience

Responsible for the Divisional associate engagement and experience

Informed on Bank Tech Engagement Strategy

Consult for Divisional appreciation programs and enterprise recognition opportunities

Informed and aware of Portfolio and Enterprise Learning & Development (L&D) opportunities, responsible for sharing needs and interest to the L&D team

Inform on Portfolio Diversity, Inclusion and Belonging programming

Bachelor’s degree or military experience

At least 7 years of experience in one or more of the following: chief of staff, tech project management, or tech program management

Preferred Qualifications:

Master’s in Managing Information Systems or an MBA

8+ years of experience in planning, execution, and analysis of tech transformation or modernization programs

8+ years of experience working with a technology-oriented or financial services company

5+ years of experience working in an environment that leverages Agile principles to organize and drive work

5+ years of experience with cross functional collaboration

5+ years of experience leveraging judgement and influence to drive organizational goals

  • Summary The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO\'s three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement. Responsibilities Major Duties and Responsibilities: Oversee a staff of nearly 20 ODNI cadre and joint duty detailees for the formulation and execution of the more than $70 billion budget for the National Intelligence Program (NIP), carried out by the 18 elements of the Intelligence Community. Ensure NIP resources are allocated efficiently to maximize the effectiveness of IC programs. Oversee the development, prioritization, and implementation of Intelligence Community (IC) budget activities, to include budget reviews, preparation of DNI budget decisions, and support for budget justification materials and appeals of Congressional budget actions. Oversee and direct IC funds control activities, including reprogramming; funds apportionment, allotment, and allocation of appropriations; budget analysis; and budget execution assessment. Lead the comprehensive reporting and analysis on budget data, ensuring compliance with applicable laws and regulations. Identify and evaluate key budget issues for consideration by IC principals. Serve as a primary interface with the IC elements, the Office of the Secretary of Defense (OSD), and the Office of Management and Budget (OMB) on budget issues.
