Summary The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement. Responsibilities Lead the examination and analysis of budget requests and execution data to ensure accuracy and consistency with National and Intelligence Community (IC) strategic priorities, compliance with guidance, regulations, laws, and usage of sound budgeting and financial management practices. Interface and collaborate with the National Intelligence Strategy (NIS) mission owners, National Intelligence Managers, and/or IC functional oversight offices to determine resource needs to satisfy priority requirements. Provide expert advice and guidance to mission owners regarding the budget process, potential resource decisions, and strategies to satisfy resource needs. Develop deep expertise in assigned portfolio to inform resource decisions, understand mission owner objectives, and the mission impacts of program decisions. Initiate, develop, and conduct in-depth analysis of IC budget trends and issues. Apply critical thinking to devise and evaluate alternative strategies and innovative solutions for key program and budget issues throughout the budget process. Interface and collaborate with the IC component Resource Managers, internal and external organization staffs to ensure program and budget recommendations to IC and Department of Defense (DoD) senior leadership are fully coordinated and satisfy priority requirements. Lead the review, editing, coordination and production processes for budget justification materials to ensure timely delivery to Congress, and monitor and summarize IC component Congressional budget actions and provide substantive input for appeals to Congressional budget markups. Review and provide substantive input to IC and DoD Congressional budget testimony, responses to Congressional queries, Questions for the Record, Congressionally Directed Actions, and letters, memoranda and reports regarding program, budget and execution issues. Plan and oversee the conduct of IC component formal budget execution reviews. Assess program plans for under executing resources and develop strategies for realignment to other IC priorities. Provide expert advice and guidance in support of IC component resource management and/or budget justification process improvement efforts. Qualifications Mandatory Requirements: Expert knowledge of budget formulation, programming, and budget execution processes for IC programs, a defense agency, or a military service. Superior ability to apply analytic, diagnostic, and qualitative techniques, conduct independent research, filter and synthesize data sufficient to identify and evaluate alternatives and produce clear, logical, and concise products and recommendations to resolve complex, interrelated program and budgetary problems and issues. Superior organizational and interpersonal skills, specifically, the ability to plan strategically and manage competing priorities, the ability to negotiate, build consensus, and work effectively in a collaborative environment, and the ability to establish and maintain professional networks across all levels of management both internal and external. Superior oral and written communication skills. Expert knowledge of the IC, DoD, Office of Management and Budget, and Congressional budget processes and procedures. Demonstration of progressively responsible experience in Resource Management or Financial Management fields within the DoD, IC, other Government Agency or Private industry equivalent to a GS-14 in the normal line of progression. Bachelor's Degree.   • Summary The National Counterterrorism Center (NCTC) leads the nation\'s effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities Officer will support NCTC\'s classified counterterrorism intelligence screening support for non-immigrant travel benefit programs through the National Vetting Center, ensuring analysis and responses meet service level agreement (SLA) deadlines in pursuance to National Security Presidential Memorandum (NSPM)-9. Officer will review intelligence community reporting, finished products, and raw data to support mission through second person reviews (2PR) of applicants of interest, spot check previously reviewed applicants to ensure findings and final disposition align with thresholds, and review program automation to ensure algorithm is operational and benefits internal review processes. The officer will enable improvements and growth of the screening & vetting program and mentor and guide junior NCTC officers on identity intelligence tradecraft and best practices. Perform in-depth all-source research and analysis for specifically defined targets; conduct targeted analysis of known and unknown terrorist personalities, groups, and networks in order to reveal identity attributes for future analytical and watchlisting purposes. Present findings as appropriate via written products, graphic presentations, or oral briefings. Develop and produce, under minimal supervisor direction, defined screening intelligence products in support of U.S. screening and vetting policy and national security interests. Prepare and present sections of written and oral briefings to senior internal and external customers on significant screening intelligence issues. Develop an understanding of a variety of tools and approaches to gain a comprehensive understanding of known or suspected terrorists (KSTs); incorporate policies, strategies, tactics, techniques, procedures and mechanisms to reveal the true identity of individuals, personas, or groups by analyzing and exploiting data related to sets of specific identity attributes to build the most comprehensive terrorist identity record available to the USG. Resolve target identities through the integration of biographic, biometric, contextual and behavioral information. Identify, gather, and extract Identity Intelligence information and perform relational tracing as required to determine relationships, patterns, trends, indicators and warnings that address intelligence gaps. Communicate regularly with internal and external peers and counterparts to collaborate on intelligence issues and conduct initial assessments of the types of information and circumstances that may create opportunities to pursue joint-targeting activities. Validate data within terrorist identity records using a variety of traditional and non-traditional intelligence sources. Identify and correct conflicting and inaccurate data within terrorist identity records, using a variety of traditional and non-traditional intelligence sources. Establish and maintain effective working relationships with counterparts in the CT, Intelligence, Screening & Vetting, and Law Enforcement Communities to support NCTC mission requirements and analytic undertakings and to promote intelligence integration. Perform independent, targeted research and analysis to identify potential KSTs appropriate for nomination and/or entry into Terrorist Identities Datamart Environment (TIDE) and US Government watchlisting databases. Identify CT intelligence gaps pertaining to terrorist identities and prepare requirements for, and implement methodologies to collect, required information to fill the gaps. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate\'s personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee\'s current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
