Summary The National Counterterrorism Center (NCTC) leads the nation\'s effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities This Identity Intelligence Analyst position is in the Identity Intelligence Training Division (I2TD) of the Directorate of Identity Intelligence (DII), which is responsible for coordinating and conducting training in identity intelligence disciplines. Specifically, these individuals will be responsible for developing and conducting training for DII\'s screening and vetting mission set, ensuring all of DII\'s screening and vetting analysts are properly trained on applicable policies, systems, and tools. These candidates will also assist with I2TD\'s Terrorist Identities Datamart Environment (TIDE) and Watchlisting familiarization courses and work across the Directorate and NCTC to help develop and implement new I2 courses. Plan, develop, and assist with the instruction of a holistic identity intelligence curriculum for the Directorate of Identity Intelligence that often will require generating new concepts and thinking creatively to ensure a successful implementation. Communicate regularly with internal and external CT and educational counterparts to collaborate on identity intelligence training and conduct assessments of the types of trainings that may create opportunities to pursue joint-training activities. Manage initiate, cultivate, and maintain effective working relationships with counterparts in the CT, Intelligence, and Law Enforcement Communities to support NCTC mission requirements and analytic undertakings and to promote intelligence integration. Communicate regularly with internal and external peers and counterparts to collaborate on intelligence issues and conduct initial assessments of the types of information and circumstances that may create opportunities to pursue joint-targeting activities. Establish and maintain effective working relationships with counterparts in the CT, Intelligence, and Law Enforcement Communities to support NCTC mission requirements and analytic undertakings and to promote intelligence integration. Qualifications Mandatory Requirements: Analytical and critical thinking skills, including the ability to identify training needs and requirements, and develop recommendations for fulfilling these requirements. Excellent oral and written communication skills, including the ability to clearly convey complex information to audiences of all levels. Thorough knowledge of terrorist identities, analysis, compilation, and dissemination, coupled with extensive knowledge of associated databases and identity targeting processes. Ability to remain open-minded and change opinions on the basis of new information and requirements; basic ability to support group decisions, accept and incorporate feedback, and solicit opinions from coworkers. Interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively within an interagency environment on complex issues requiring negotiation and consensus-building. Strategic and tactical planning, critical thinking, and analytical skills in order to propose innovative solutions and implement change with resourcefulness and creativity. Experience: Three years\' experience in a related field. Education: Bachelor\'s degree in a related field or equivalent job-related experience that would provide the necessary knowledge, skills, and abilities to be able to perform the functions of the position proficiently. Responsibilities Assist the Senior Operations Officer (SOO) in leading a professional staff in the NCTC Operations Center (NCTOC) that maintains 24/7 global terrorism situational awareness by independently researching and analyzing raw intelligence reporting and maintaining awareness of current threats. Oversee and coordinate professional staff in the monitoring, sorting, prioritization, and analysis of intelligence and operational message traffic in support of counterterrorism (CT) operations and terrorism crisis management. Lead the development of all-source Alerts, Advisories, and other sensitive CT situational awareness products, and ensure the information is made available to all appropriate CT community stakeholders. Ensure products are accurate and free from errors. Supervise community outreach and collaboration activities by directing internal and external information sharing, fostering collaborative relationships with interagency partners, and ensuring timely and relevant threat information is provided to the CT community. In conjunction with the SOO, review NCTOC business practices and identify areas for improvement. Coordinate with other NCTOC divisions to support overall mission objectives. Serves as a mentor for new Watch Officers, providing them with operations guidance as needed. Manage the team\'s professional development program.
