Our portfolio consists of bold technology goals as we manage risk and protect our company. Our Portfolio and Product Operations team is critical to the selection, prioritization and control of our Cyber Security organization’s programs and projects, in line with its strategic objectives and capacity to deliver. The goal is to balance the implementation of change initiatives and the maintenance of business-as-usual, while optimizing return on investment.What You’ll Do:

Support and drive maturation of our Portfolio and Product Operations team through effective implementation of the three pillars of Product Operations.

Provide the Cyber organization and specifically, Cyber Product Management, with the tools, methodologies, frameworks, and knowledge they need to effectively scale and provide value to the customer.

Employ your knowledge and expertise of Product Management best practices to empower the Cyber Product Management organization to collectively, effectively and efficiently drive the most meaningful outcomes for the Cyber organization.

Develop quantitative metrics, tooling, and reporting in partnership with key stakeholders such as Finance, Risk, and Operations.

Create dashboards for Cyber Service Areas and teams, providing simple and predictable performance insights to be leveraged to optimize delivery.

Establish a robust set of KPIs to measure the effectiveness of the Portfolio and Product Operations team’s impact across Cyber.

Drive Cyber Service teams’ agile adoption and maturity through the establishment of guiding principles, training, and hands-on-coaching.

Build on the vision of how the Cyber Strategy is deployed and help senior leadership see, through effective Portfolio Management, the most important opportunities across the Enterprise to enhance the delivery of Cyber goals and identify compounding delivery risk at the enterprise level.

Identify ways to improve and streamline business processes.

Forge relationships with key stakeholders to ensure delivery of commitments.

Communicate effectively and succinctly with key stakeholders to drive improvement.

Assist and drive project and program delivery, including project and process management, reporting, engagement in senior leadership meetings, drafting and reviewing materials for senior management and other governance activities.

Basic Qualifications:

High School Diploma, GED, or equivalent certification

At least 7 years of experience in program, project, or process management

At least 4 years of experience as a Scrum Master or Release Train Engineer

Preferred Qualifications:

5+ years of experience working in Agile, Lean, or SAFe environments

4+ years of experience with Google sheets, JIRA, Tableau and Confluence

4+ years of experience with complex stakeholder management

3+ years of Cyber or Technology experience

3+ years of experience in Technical Product Management

Responsibilities Assist the Senior Operations Officer (SOO) in leading a professional staff in the NCTC Operations Center (NCTOC) that maintains 24/7 global terrorism situational awareness by independently researching and analyzing raw intelligence reporting and maintaining awareness of current threats. Oversee and coordinate professional staff in the monitoring, sorting, prioritization, and analysis of intelligence and operational message traffic in support of counterterrorism (CT) operations and terrorism crisis management. Lead the development of all-source Alerts, Advisories, and other sensitive CT situational awareness products, and ensure the information is made available to all appropriate CT community stakeholders. Ensure products are accurate and free from errors. Supervise community outreach and collaboration activities by directing internal and external information sharing, fostering collaborative relationships with interagency partners, and ensuring timely and relevant threat information is provided to the CT community. In conjunction with the SOO, review NCTOC business practices and identify areas for improvement. Coordinate with other NCTOC divisions to support overall mission objectives.
