DescriptionJob DescriptionTargeting Officer:Leidos has multiple Targeting Officer positions in Northern Virginia. Candidates must have or be able to obtain a TS/SCI clearance with polygraph examination and be willing to work a rotating 24/7 shift schedule, to include weekends and holidays.Targeting Officers are responsible for guiding and monitoring the execution of collection operations and integrating that collection into a cohesive intelligence narrative. That narrative, incorporating highly complex and specialized multi-INT information, must be communicated regularly to a wide audience of stakeholders, in written form and verbally in both formal and ad-hoc briefings. Throughout this process, Targeting Officers must be able to identify gaps in information and take pro-active steps to address those gaps.Key skills for success include the ability to work collaboratively in a team environment, often under stress. Targeting Officers must be able to think critically and communicate highly complex information accurately, clearly, and in the proper context of a larger effort. Candidates should be comfortable and familiar with drafting and disseminating written RFIs. The ability to confidently and clearly deliver concise briefings is a key skill for Targeting Officers.Education and Experience: Bachelor’s degree and at least 4-8 years of full-time professional experience. Candidates with a Master’s degree are highly desirable with 2-6 years’ experience.   • Summary The National Counterterrorism Center (NCTC) leads the nation\'s effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities Plan, research, develop, and communicate in-depth analysis of targets, networks, and issues to key operational components and senior leaders in the Intelligence Community (IC), law enforcement, and the Office of the Director of National Intelligence (ODNI). Plan, prepare, and present written and oral briefings to operators and senior internal and external customers on significant intelligence issues; explain complex concepts to non-expert customers and tailor the product to correspond to customer needs. Develop and implement strategies and mitigation initiatives to address gaps and shortfalls in collection and analytic capabilities across the USG. Lead, plan, direct, and coordinate the preparation of multi-disciplinary targeting analysis that supports key US national security and foreign policy objectives and helps shape IC analysis and priorities. Apply a full range of methodological tools and approaches to gain a comprehensive understanding of complex analytic issues and incorporate insights and findings into well-crafted, sophisticated intelligence products. Develop and implement strategies for gathering intelligence, or historical information in support of US interests and policy objectives; cultivate and identify key internal and external sources of relevant information that meet customer and self-derived needs. Cultivate and maintain productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies as appropriate, and use these relationships to share information of interest; attend training courses, seminars, or conferences on substantive areas and tradecraft. Build and leverage diverse collaborative networks within the ODNI and across the IC. Develop substantial expertise and drive your account to become an acknowledged subject matter expert. Requirements Conditions of Employment Qualifications Mandatory Requirements: Ability to produce analytic targeting products and briefings on key targets, networks, and issues for operators, collectors, and policymakers at the highest levels of government. Ability to use link analysis tools and demonstrated ability to incorporate methodological tools and approaches to research, analyze, and present data (modeling, SATs, social network analysis, etc.). Analytic and critical thinking skills, including ability to think strategically. 4-year degree or equivalent military experience in an applicable focus area. Desired Requirements: Familiarity with terrorism finance tools and databases. Familiarity with broad range of IC and law enforcement tools and databases. Familiarity with the legal authorities and roles of a broad range of national-level IC and law enforcement agencies. Ability to travel domestically and overseas for short periods. Foreign language capability. Education 4-year degree or equivalent military experience in an applicable focus area. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate\'s personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee\'s current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
