DescriptionThe Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community. Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. The Norfolk Community Services Board is seeking an Emergency Services Clinical Supervisor to manage the Emergency Services Unit in the Clinical and Acute Division. The Clinical Supervisor will provide overall development, direction, and management of the unit as well as cross-collaboration with other Crisis Continuum Services. This position provides clinical supervision across the Crisis Continuum, rotating on-call, and direct services when needed. Collaborates with the CITAC Programs Manager on the development of and best practices for Crisis Continuum. Department Hiring Salary $62,122 Essential FunctionsEssential functions include but are not limited to:

Provides consultation and supervision to staff, as assigned, and assists the Emergency Services Supervisor in evaluating their performance.

Identifies staff training needs and recommends strategies to meet those needs.

Evaluates crisis telephone calls and determines the type of response needed.

Provides phone counseling in the office and face?to?face crisis counseling in the office and in the community (e.g. hospital emergency rooms, agency offices, residences).

Completes pre?admission screening evaluations and facilitates obtaining Temporary Detention Orders in accordance with mental health services policies.

Provides expert testimony to the Norfolk Courts for assigned commitment cases regarding the consumer's history, behavior and least restrictive treatment alternative.

Initiates, completes, and maintains program records and documentation in accordance with policies and procedures.

Assists in the development and implementation of special projects, policy development or revision.

Assists the Emergency Services Supervisor in performing human resource functions such as interviewing, selection recommendations, employee performance reviews, disciplinary action and handling leave requests.

Education/ExperienceWork requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through six (6) years of college resulting in a Master's degree in a Human Services field; or an equivalent combination of training and experience.Five (5) years of clinical experience in a management and/or administrative role.Preferred Education/License(s)Master’s Degree and possess a valid clinical license such as LCSW (Licensed Clinical Social Worker), LPC (Licensed Professional Counselor), LMFT (Licensed Marriage and Family Therapist), and LSATP (Licensed Substance Abuse Treatment Practitioner)Certified Preadmission Screening Clinicians preferred.The ideal candidate will have experience managing a program, supervising staff and assessing individuals in crisis in a variety of settings.Additional Information & RequirementsValid Driver’s License may be required depending on assignment. Must be certified or certifiable in Basic First Aid and CPR.Work Hours: Monday - Friday 8:30am - 5pm; requires working across shifts in 24/7 program as needed. Shared on-call rotation.Signing Bonus: This position is eligible for a one-time $5000 signing bonus.

Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
