DescriptionThe City of Norfolk's Office of Resilience is seeking an Environmental Analyst to assist in developing and executing environmental and social aspects of Norfolk's resilience strategy, including green infrastructure projects, the Retain Your Rain program, and urban agriculture efforts. As Norfolk's livelihood and economy face the challenges of rising sea levels and increased storm intensity, Norfolk must adapt to the changes necessary to ensure its resilience. The incumbent will be responsible for assisting with implementation of the Office’s social and environmental resilience strategies, as well as supporting other efforts including the Coastal Storm Risk Management project. Join us as we work to build resilience in Norfolk. Department Hiring Range: $52,755- $60,668Essential FunctionsEssential functions include but are not limited to:

Coordinates with other departments to plan, implement, and manage green infrastructure projects or programs within the city.

Updates GIS layers for resilience efforts and develops maps to support the office.

Researches grant opportunities to support environmental projects and assists in the application for and management of grants.

Develops presentations and other content to support public outreach efforts.

Builds relationships with community organizations to strengthen environmental efforts throughout the city.

Attends public meetings to represent the Office of Resilience and to learn about opportunities around the city.

Education/ExperienceWork requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.Experience in the environmental field, such as project planning, design, construction, or maintenance, is preferred.Experience using GIS software to manipulate infrastructure features or attributes and to make maps is required.Three years experience in data analysis or related field, or an equivalent combination of education and experienceAdditional Information & RequirementsWork Location: 501 Boush Street, Norfolk, VA 23510 Work Hours: M-F 8:30 am - 5:00 pm Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.

  • Summary This position is assigned to the NWW Program and reports directly to the Regional Program Director. Serves as Program Analyst (Adaptive Reconditioning and Community Outreach Specialist (ARCOS)), responsible for ensuring enrollees and their families and caregivers have opportunities to participate in local adaptive recreation and events. ARCOS have the primary responsibility for development and execution of adaptive reconditioning opportunities. Responsibilities Adaptive Reconditioning duties comprise 75% of incumbent\'s time and include but are not limited to: Researches and identifies adaptive reconditioning events and other opportunities offered by Federal, State, local community, and non-profit organizations and agencies. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of program operations, establishing goals and objectives. Coordinates internal and external adaptive recreation activities in respective Region for local enrollees. Promotes Navy Wounded Warrior Adaptive Athletics program to local enrollees and connect those interested with HQ Adaptive Athletics staff.
