We are currently seeking a mission-oriented candidate who is committed to ending homelessness and who has a track record of leading with equity along with a strong understanding of housing first principals, coordinated entry, data-driven decision making, and inclusive system planning and program design.HST was recently awarded a cooperative agreement with the U.S. Department of Housing and Urban Development (HUD) to operate the National Homeless Management Information Systems (HMIS) Data Lab. The National HMIS Data Lab helps to ensure that 1) people experiencing homelessness benefit from data collection protocols and reporting capabilities, 2) CoCs are able to use data for effective planning, monitoring, and allocation of resources, 3) HUD and its federal partners have confidence in the performance and compliance of grantees, and 4) HMIS vendors have clear guidance and support with which to develop standardized HMIS applications.ICF is seeking a candidate to support the operation of HUD’s HMIS Data Lab to increase the value and utility of HMIS data collection and reporting requirements for those who rely on data to access services, operate data systems, and who make decisions regarding planning, policy, and funding. Homelessness disproportionately impacts Black, Indigenous, and People of Color because of structural and institutional racism. This position is on-call (part-time with variable hours; maximum 30 hours per week but may be less) .Key Responsibilities:

Gather and translate data collection and business requirements into software requirement specifications.

Interpret reporting and programming specifications and translate updates to HMIS data elements into updated reporting and programming specifications.

Develop data documentation, including test reporting outputs, programming specifications, reporting guidance, and business rules.

Contribute to the design of tools, drafting of reports, research, and development of policy guidance.

Apply general understanding of data governance/lineage, privacy practices, and security protocols.

Develop custom reports, data visualization, and ensure data quality and integrity.

Produce high-quality written documents and communications in adherence with policies and protocols and in alignment with HUD policy, regulation, and guidance.

Support the management of teams, budgets, project deliverables, communication with the subrecipients, and relations with HUD and other funders.

Basic Qualifications:

Bachelor's Degree or higher in Social Work, Planning, Public Policy, Government, or related discipline preferred. Equivalent work experience combined with lived experience of homelessness may be considered.

Eight (8) or more years of direct experience working in the homelessness field, or as a collaborative applicant, with knowledge of CoC Program, YHDP, ESG (and ESG-CV) and/or other similar federally funded programs.

Minimum five (5) years of professional experience working with HMIS or similar data systems.

Additional Skills:

Understanding of relational database management practices, including referential integrity, indexes, and keys and table metadata.

Familiarity with JSON (JavaScript Object Notation) and XML (Extensible Markup Languages) for data interchange and exchange.

General experience with business intelligence tools such as Pentaho, R, Business Objects, and SQL Server Reporting Services (SSRS).

Working knowledge of programming languages such as C, C, C#, Java, PHP, Python, and Ruby.

Familiarity with HUD reports, including Annual Performance Reports (APRs), Longitudinal Systems Analysis (LSA), Consolidated Annual Performance and Evaluation Reports (CAPERs), and System Performance Measures (SPMs).

Familiarity with HUD’s federal partner reports, including PATH Annual Report, RHY export, and SSVF export.

Experience developing custom reports, data visualization, and ensuring data quality and integrity.

Demonstrated knowledge of how homeless services systems and programs are implemented at the state and/or local levels.

Demonstrated commitment to addressing racial disparities through inclusive and equitable system and program design.

Excellent problem-solving skills with the ability to analyze situations, identify existing or potential problems, and recommend solutions.

Excellent communication skills with the ability to tailor communications for different audiences.

Ability to work effectively and efficiently across multiple projects and meet deadlines.

Ability to work independently and prioritize project work effectively.
