DescriptionICF is growing and we are looking for a Senior IT Sourcing and Acquisition Specialist to join our team supporting a large Strategy and Business Solutions Support (SBSS) Contract. Leading acquisition management and vendor sourcing activities where you will be responsible for the following:
Assisting with acquisition package development;
Preparing vendor and proposal evaluation;
Addressing cross-vendor issues;
Developing and monitoring performance indicators;
Updating and reviewing solicitation documentation;
Preparing management presentations; and
Assisting with development of Service Level Agreements (SLA) and operating level agreements.
Supporting pricing initiatives including developing pricing criteria and content; evaluating and conducting pricing; and conducting financial and performance analysis.
Performing market research and benchmark comparisons and making recommendations for sourcing strategies, best value, and justifications.
Developing sourcing best practice recommendations and supporting and improving sourcing governance processes, tools, and training materials.
Assisting in the preparation, coordination, and production of formal cost/price proposals.
Assisting Contracting Officer’s (COs) in ensuring the contracts they deliver meet contractual requirements and comply with applicable laws, terms, and conditions.
What you’ll need…
Bachelor's degree.
5+ years of federal government procurement experience.
5+ years of pricing experience and contract administration experience.
Preferred Skills/Experience
Master’s degree.
Advanced level Microsoft Excel experience, to include the use and creation of PivotTables, VLOOKUP, HLOOKUP, nested IF statements, etc. as part of the analysis process.
Current knowledge and experience with VBA for Excel is preferred.
Experience writing acquisition-related Board Cases for management presentations.
Experience writing Basic Ordering Agreement (BOA) requirements:
Independent Government Cost Estimates (IGCE);
Statement of Objectives (SOO);
Statement of Work (SOW); and
Proposal evaluation criteria.
The ability to provide cost and price analysis.
Experience developing acquisition documentation, which includes requirements documents, acquisition strategies, independent government cost estimates, determination and findings, evaluation criteria, and milestone plans.
Knowledge of and experience with Project Management practices.
