Position InformationJob DescriptionWould you like to work for one of Virginia’s largest state agencies, dedicated to the health and well-being of all people in the state? The Virginia Department of Health (VDH) is looking for an experienced individual to lead the Division of Clinical Epidemiology in the Office of Epidemiology. This position directs all program activities for the division, including establishing, developing, and maintaining standards, policies, and programmatic activities for tuberculosis (TB) prevention and control, newcomer health, and healthcare associated infection (HAI) prevention and control, which includes programs related to antibiotic resistance (AR). Ensures comprehensive statewide surveillance for TB and HAI. Oversees the development of standards or guidance for clinical epidemiology programs; prioritizes use of resources and exercises independence and initiative to enhance and expand programs and pursue financial support for new activities; manages all operational, technical, administrative, and programmatic activities associated with service delivery; determines the public health risks and provides advice on prevention and control measures for TB and HAI/AR; develops initiatives, and implements strategies to meet program objectives. Serves as a secondary point of contact to DCE programmatic leads between the agency and Centers for Disease Control and Prevention and other federal agencies on TB, newcomer health issues, and HAI/AR. Participates in the design, implementation and evaluation of public health programs in response to emerging epidemiologic trends in TB, refugee health and HAI/AR. Coordinates with expert clinical consultants to provide training and consultation to health department staff and community practitioners. Determines public health implications of various legislative and regulatory proposals. Reviews and approves expenditures and contract and procurement actions, and determines equipment, staff, and supply needs.Minimum QualificationsKnowledge of public health standards, principles and processes; clinical standards and case management of TB and HAIs; grants management and contract guidelines; disease investigation/surveillance techniques; public health program development and evaluation, and quality assurance techniques. Strong data analysis, program management, computer and database management; excellent oral and written communication, decision making, and supervisory skills. Ability to prepare and manage grants and budgets; conduct research, make recommendations and apply findings; develop and execute goals and objectives; develop and conduct training; supervise staff and evaluate the work of others; maintain strong professional relationships with various stakeholders; interpret and implement policies and procedures; provide technical assistance.Preferred QualificationsAdvanced degree in public health or nursing, and/or nursing experience with concentration in infectious disease preferred. Applying for and managing substantial grants from various sources (such as the Centers for Disease Control and Prevention) preferred.Special RequirementsEmployment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check, and E-Verify.
