The Program Manager functions to ensure that the program to which they are assigned is successful and arrive at a profitable completion. The Program Manager is responsible for overall program progress, contract management, cost control, financial reporting, scheduling, quality assurance and control, and safety. Also responsible for overseeing and managing all staff for the program.RESPONSIBILITIES:

Oversee the on-time and on-budget completion of the program and associated projects

Ensure the contract and customer requirements are fulfilled, and plays a key part in contract management and business process efficiencies

Serve as the primary contact for the customer on issues related to the program

Manage various internal meetings, agendas, and coordinate development of presentations for monthly full-team meetings

Enforce a strict safety program that focuses on accident prevention; maintains a safe work environment for employees, subcontractors, visitors, and the general public. Monitors compliance with the company’s safety policies

Ensure that all activities on the program are conducted in such a way that protects company assets and adheres to company policies and procedures

Manage the preparation of strategic plans, budgets, reports, and financial forecasts

Manage the staff at the program location to include hiring, training, evaluating, counseling, and, if necessary, terminating; assesses manpower needs and adjusts the staff appropriately

Supplement the Business Development and Project Development Departments in identifying and developing new business opportunities; assists in contacting, qualifying, and pursuing leads for new business opportunities; prepares estimates and proposals as necessary for potential new work

QUALIFICATIONS:

Must possess one or more of the following:

Bachelor’s degree in construction management or engineering with a minimum of three (3) years of construction-based experience

Technical Associate degree in electronics with a minimum of seven (7) years of construction-based experience

High school diploma or equivalent with a minimum of fifteen (15) years of construction-based work experience

Must have five (5) years of progressively more responsible telecom, fiber optic field construction and management experience

Work experience with Program Management, project management, site acquisition, zoning and construction is required

Must have construction field management, contract management, project oversight responsibility, QA/QC, scheduling, estimating and subcontract management experience

Prior work experience in a supervisory/management-level role

Ability to read, analyze, and interpret construction contracts, construction drawings and specifications, common scientific and technical journals, financial reports, and legal documents

Ability to effectively present information to upper management and public groups as necessary both in written or oral formats

Communicate effectively in both oral and written English technical language, both in interpreting requirements and providing reports

Good customer service abilities along with refined grammar skills; position may require a lot of interaction with other departments and field employees and outside calls are frequently fielded and must be handled in a professional manner

Ability to define problems, collect data, establish facts, and draw valid conclusions

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables

PREFERRED QUALIFICATIONS:

Seven (7) years or more of Telecom experience

Work experience that includes construction field management, contract management, project oversight responsibility, QA/QC surveillance and/or estimating
