RL aims to create the next computing platform by placing people at the center of emerging hardware and software technologies, including augmented and virtual reality, artificial intelligence, and more, serving billions of users worldwide.The Trust and Platform Foundations (TPF) org within RL is seeking an experienced Technical Program Manager (TPM) for its Cross-Platform Foundations (XPF) team to drive strategic technical programs and drive cross-functional initiatives that shape developer experiences and user interactions.XPF team manages cross-Meta third-party (3P) developer experiences and first-party (1P) developer compliance, supporting 500K 3Ps. This work enables billions of dollars in revenue and involves overseeing 6,000+ APIs across Meta's Family of Apps, many with user data and privacy implications. Our work in this space is crucial for ensuring Meta's compliance with diverse global regulatory requirements and proactively addressing emerging challenges.Required Skills: Technical Program Manager - RL Developer Experiences Responsibilities:

Develop and manage end-to-end technical product solutions and ensure on-time delivery.

Manage and own cross-functional products and programs execution in a matrix organization.

Drive and influence technical and product strategy, proactively identify risks and develop mitigation strategies, align on priorities, and set direction for a broadly cross-functional area.

Help define the developer platform roadmap and long-term strategy of the teams that you are working with.

Design measurements to track impact and drive internal process improvements.

Articulate the technology, privacy/legal/policy requirements, goals and milestones of your team.

Collaboratively define the vision for building Meta-scale, state-of-the-art, global products.

Develop and manage end-to-end project plans to ensure on-time delivery, provide day-to-day coordination, and quality assurance for tasks.

Move fast in a flat organization by working in concert with technical program managers, product managers and engineers across Meta to establish a shared vision for improving execution and building solutions.

Ongoing and high-quality communication of planning, project status, issues and risks in a timely fashion to stakeholders.

Help drive product decisions to align with higher company initiative.

Establish shared goals with product teams across the company to build alignment across multiple cross-functional teams and to build and scale products for Meta.

Manage multiple programs through ruthless prioritization and effective collaboration with several XFN teams.

Enthusiasm about Graph, REST APIs and eager to work with the developer community (both 1P and 3P).

Minimum Qualifications: Minimum Qualifications:

B.S. in Computer Science or a related technical discipline, or equivalent experience.

10+ years of software engineering, systems engineering, hardware engineering, or technical product/program management experience.

Experience driving and delivering complex tech programs or products from inception to delivery.

Experience defining strategic direction and identifying new opportunities for impact amongst products, platforms and programs.

Knowledge of user needs, gathering requirements, and defining scope.

Experience operating autonomously across multiple teams and functions, demonstrated critical thinking, and thought leadership.

Communication experience at executive level and experience advising senior leadership and technical management teams to develop systems, solutions, and products.

Organizational, coordination and multi-tasking experience.

Analytical and problem-solving experience with large-scale systems.

Experience establishing work relationships across multi-disciplinary teams and multiple partners in different time zones.

Experience working with product teams to build and deliver end-to-end customer focused products with technical knowledge of the underlying platforms and technologies.

Strong understanding of APIs, software development kits (SDKs), and developer tools

Experience with API design principles, RESTful APIs, and API security best practices
