About Us:

Reporting to a volunteer Board of Directors, and through the President of the Board, the General Manager (GM) plans, organizes, and directs all Park operations, either directly or through subordinate supervisors. Working with the Board, or its representatives, the GM develops and administers the annual and capital budget and short/long-range plans of the Park. The GM is responsible for the infrastructure including buildings, pool, power, sewer and water and lift stations, vehicles, and equipment, and ensures that all assets are maintained and replaced as necessary. The GM ensures that staff are trained and evaluated, and work is performed safely in accordance with County, State, and Federal laws. The GM is also responsible for ensuring that members, guests, and staff comply with Park Bylaws and Rules and is responsible at the staff level for resolving compliance enforcement issues and maintaining positive relations with members, guests, staff, the Board, contactors, community representatives, etc.

Position Overview:

The General Manager (GM) is responsible for the overall operation, employees, operational budget, and success of Birch Bay Leisure Park. The GM will oversee all departments, including member services, operations, maintenance, landscaping, long-term planning, and finance, ensuring the property delivers exceptional member experiences while maintaining financial objectives and high operational standards. This is a hands-on leadership role that requires strong management skills, a passion for hospitality, and the ability to balance business acumen with member-focused service.

Duties and Responsibilities

Plans, organizes, directs, and controls a group of 10-15 full-time and seasonal staff engaged in Park operations, maintenance, grounds, landscaping, security, and administrative functions.

Assist the Treasurer and Finance Committee in developing the Park's annual and capital budgets and is responsible for monitoring, controlling, and reporting on expenditures.

Develops and recommends an annual operating plan to the long-range planning committee and the Board and participates in the formulation of long-range plans and objectives; establishes timelines and project deliverables on operating plans and reports on progress to the Board.

Ensures the Park infrastructure including buildings and systems (electrical, sewer, water, pump stations, pool), vehicles, equipment, and other tangible assets are inspected, maintained, repaired, upgraded, and replaced, with appropriate documentation and recommendations to the Board.

Supervises the Assistant General Manager- Administration to ensure that administrative functions including payroll, accounting, Information technology, insurance, employee benefits, and human resources policies, systems, and procedures are developed, implemented, and administered in compliance with County, State and Federal laws and are reflective of applicable standard practices.

Supervises the Compliance Security Supervisor to ensure the safety and security of the Park and compliance with the Parks Bylaws and Rules and County, State, and Federal laws.

Supervises the Maintenance Foreman to ensure the operations, maintenance, landscaping, and grounds functions are performed to an acceptable standard and in compliance with Federal, State, and County laws and in compliance with the Parks own Bylaws and Rules.

Ensures all staff are evaluated on an ongoing basis and training plans are developed and implemented for all staff to maintain or develop appropriate skills and abilities.

Assists the Human Resources Committee, along with the Assistant General Manager- Administration, in developing annual compensation plans and reviewing benefits for staff.

Attends Board meetings and provides the Board with various reports on an ongoing basis.

Attends Board established committee meetings.

Participates in community activities and represents the Park at various committees such as Birch Bay Water Management Association (BBWARM) and Chamber of Commerce.

Ensures a current knowledge of Park Bylaws and Rules and practices related to compliance issues and is the last step in resolving compliance issues and any disputes with members before issues are referred to the Board, with appropriate documentation.

Issues Park building permits and ensures compliance with Park Bylaws and Rules and that deadlines are followed.

Monitors the work of Contractors performing work for the Park to ensure compliance with appropriate work standards and codes and cost estimates/quotes.

Ensures, to the extent possible, while following Park Bylaws and Rules and Federal, State, and County laws, that positive working relations are maintained with staff, the Board, members, guests, contractors, community representatives, etc.

Required Knowledge, Abilities, and Skills

Must have a proven track record of managing a diverse staff group, including the demonstrated ability to plan, direct, train, and evaluate subordinate supervisors and staff.

Demonstrated knowledge of building, facilities, grounds, landscaping, and equipment maintenance.

Demonstrated ability to relate effectively with staff, contractors, the Board, members, and guests and the ability to resolve controversial and sometimes difficult situations, in the best interests of the Park.

Proven written and oral communication skills and demonstrated knowledge of common office systems such as Excel and Word and self-reliant in the use of common office software.

Knowledge and experience in developing and managing budgets.

Knowledge and experience developing and implementing short/long-range work plans.

Ability to work effectively with a volunteer Board and various committees.

Knowledge of LNI, Federal, State, and County legislation applicable to Park operations.

Post-secondary training or education relating to trades, business, or management would be an asset.

A valid Driver’s license.

Understanding of health, safety, and environmental regulations.
