Northwest Regional Council (NWRC) is a multi-service agency that covers the Washington counties of Island, San Juan, Skagit and Whatcom, with offices in Bellingham and Mount Vernon, Washington. CLINICAL PROGRAMS

NWRC's clinical programs, including Care Coordination and Behavioral Health, provide services in Whatcom, San Juan, Island and Skagit Counties. NWRC’s Care Coordination programs include Health Homes, Hospital, Recovery, and Corrections Care Coordination. NWRC’s Health Homes program also reaches into Snohomish County as part of its “lead” functions in the statewide program. The Behavioral Health program began in 2018, when NWRC identified a need for the aging population to receive behavioral health services within the comfort of their home. The behavioral health program remains the only one of its kind among Washington State’s Area Agencies on Aging and has grown from 3 clinicians to 11. The program continues to evolve rapidly, most recently offering substance use therapy. The goal of the clinical care programs is to promote the highest possible quality of life, independence, health and choice for people who face challenges with complex health problems.

THE POSITION

The Clinical Director provides strategic leadership and operational management of NWRC’s region-wide clinical programs. The Clinical Director promotes a forward-looking team approach to service provision and coordinates with local, regional, and state organizations on issues related to Care Coordination and Behavioral Health. In addition to oversight of NWRC’s direct services, the position provides strategic direction for contracted providers, as well as the wider organization by participation in the Management Team. As a member of the Management Team, this position contributes to agency-wide planning, budget development and monitoring and problem solving. COMPENSATION & BENEFITS

The 2024 range for the Clinical Director is $91,186 - $118,982 annually. The starting wage may extend to the top of the range depending on the candidate’s experience, licensure, training, and demonstrated capabilities. Internal equity will be reviewed and prioritized when determining a starting pay rate in the position’s assigned salary range. This position is eligible to receive any Governing Board approved cost of living adjustment effective January 1, 2025.

SCHEDULE & LOCATION

NWRC strives to offer employees schedule flexibility while balancing the needs of their role within the agency with their personal lives. The Clinical Director will work with the Executive Director to develop a schedule that includes regular, in person time in both the Skagit and Whatcom offices as well as optional remote days.

QUALIFICATIONS

Education/Experience:

Master's Degree in Behavioral or Health Sciences or related field.

Two years of experience providing direct human services to clients, preferably in a community setting.

Three years’ experience supervising and managing within social, health and/or human services field, preferably in the field of long-term services and supports, behavioral health, or care coordination.

Experience working within Medicaid systems preferred.

Licenses/Certificates/Special Requirements:

Valid, unencumbered, current credential issued by the Department of Health as a:

o Licensed Mental Health Counselor (LMHC), or

o Licensed Marriage and Family Therapist (LMFT), or

o Licensed Independent Clinical Social Worker (LICSW) or

o Equivalent field

Substance Use Disorder Professional (SUDP) preferred

Completion of clinical supervision training preferred; required within one year of hire.

Must have a valid Washington State driver's license, a vehicle available for work-related travel, and appropriate liability insurance.
