POSITION TITLE: Operations Director

REPORTS TO: Deputy Director

HIRING RANGE: $80,000-$85,000 annually DOQ; Exempt.

BENEFITS: Full benefits package including: medical, dental, vision, holidays (90 hours per fiscal year, days chosen by employee), vacation (2 weeks per year- accrued per hours worked), and sick leave (12 days/year- accrued per hours worked).

HOURS: Full time 35 hours per week, Monday-Thursday 9-5, Friday 9-2PM. Occasional nights/weekends.

LOCATION: This position is based full-time out of our West Olympia office, and may include spending time at FSC’s other locations and local travel to community meetings/events.

About Us: Family Support Center of South Sound is a nonprofit 501c3 multi-service agency located in Olympia, Washington, founded in 1992 to provide families and survivors of domestic violence, sexual assault, stalking, and human trafficking with coordinated supportive services in one centralized location with the mission, “Working Together to Strengthen All Families and Survivors”. Family Support Center seeks to build strong, healthy, safe, and hopeful families through collaborative programs and services, with the goal to reduce the impacts of family and child poverty, homelessness, and family violence in the South Sound community.

Position Summary: The Operations Director is a critical asset to the Family Support Center’s leadership team, and works closely with the organization’s directors to ensure the programming and operations align with the agency’s mission, values, and strategic priorities. The Director will support the program management team in operating effective, high quality, family and survivor centered programs and services. This will be done via mentorship and regular supervision of program managers, facilitating hiring of new team members across the organization, representing the organization at community meetings and taskforces, and regularly evaluating the effectiveness of the organization’s programs and services.

Required Skills & Experience:

Experience: Must have 5 or more years of experience directly supervising management level staff

Technology: Computer literacy; Proficiency in the use of Microsoft office programs

Education: Bachelor’s degree in social services or related field. May substitute education for comparable work experience.

Knowledge of management, program management and development, grant/funding contract compliance and management, staff development

Understanding and practice of professional ethics, values, and standards

Strong public speaking, public relations, and communication skills

Strong writing skills, experience writing reports, administrative plans

Ability to work independently with limited direction, lead and organize small & large groups, and learn quickly

Highly motivated, enthusiastic, positive attitude, flexible, team player; sense of humor and creativity desired

Ability to work well with others and foster collaboration

Strong interpersonal communication skills and an ability to effectively manage conflicts, solve problems, work under pressure, meet deadlines, and handle the unexpected

Ability to pass a comprehensive background check

Over age 18

Valid Washington State Driver’s License (or willingness to acquire), access to reliable transportation, and proof of insurance

Primary Responsibilities:

Management Team Development and Leadership:

Lead and develop a team of program managers to ensure the organization’s programs and services are high quality, comprehensive, and in compliance with program guidelines

Communicate clearly in person, by phone, and in writing with staff, community partners, clients, and peers

Encourage accountability, transparency, growth, and success individually and collectively

Provide weekly 1:1 supervision with each program manager, offering support, guidance, areas of growth, celebrating successes

Participate in monthly Leadership Meetings with program management and director teams; facilitate and compile agenda as needed

Build performance evaluations and goal plans with each program manager, reviewing as needed

Work alongside HR Director to support managers in addressing personnel issues, performance challenges, understanding and compliance with agency policies, etc.

Collaborate with HR Director and applicable program manager during the onboarding period for new hires, ensuring all new employees are on boarded, trained, and given the necessary tools and information to be successful in their role

Provide guidance and support in resolving issues, questions, and policy or administrative ambiguities with an open and solution-oriented mindset, while actively mentoring managers to build their confidence and capability to make independent, informed decisions in the future

Provide support and accountability of program managers to operate effective programs that meet client needs

Ensure program managers are regularly meeting with their staff for individual supervisions and are addressing any issues or performance challenges quickly and clearly

Collaborate with other FSC Directors in regards to organizational and programmatic development and growth

Work with all program managers to complete necessary reports for their specific programs or funding; ensuring narratives are robust, clear, concise, and reflective of the work being done. Provide direct feedback on areas of strength or need for improvement in reports to the applicable manager

In absence of program manager, work to identify an alternate support person for the direct service staff/program operations, or temporarily fill that role

Ensure all program reports are accurate, contain high-quality, professional content, and are submitted on time. Review reports thoroughly and provide constructive feedback to program managers to support clear, concise, and effective reporting

Review all Memoranda of Understanding (MOUs) to ensure clarity, accuracy, and alignment with organizational goals. Monitor partnership activities to verify they are operating in accordance with the agreed-upon roles, responsibilities, and performance expectations, and address any discrepancies or concerns in collaboration with relevant stakeholders

Comply with mandatory reporting laws and uphold all agency safety and confidentiality policies

Maintain strict confidentiality of client and agency information in accordance with FSCSS policies and applicable laws

Have a commitment to equity, diversity, and inclusion; demonstrated ability to work effectively with people from diverse backgrounds and lived experiences

Ability to work in a standard office environment

Requires occasional travel throughout Thurston County and surrounding areas; may involve occasional evening and weekend work.

Attend offsite meetings

Serve as a member of the Executive/Leadership Team, actively contributing to strategic planning, organizational development, and agency-wide decision-making

When delegated, act on behalf of the Deputy Director or Executive Director in their absence, including representing the organization in external forums and making time-sensitive operational decisions

Ensure programs, operations, and staff performance align with the mission, vision, values, and strategic goals of FSCSS

Develop annual performance goals in collaboration with the Deputy Director and Executive Director, and report regularly on progress toward those goals

Maintain a strong focus on outcomes, quality assurance, and compliance with all contracts, grants, and regulations

Support program managers and staff in ongoing professional development, training, and certifications to build leadership capacity and strengthen service delivery

Actively pursue own professional growth opportunities, including leadership development, nonprofit management training, and sector-specific best practices

Model and promote a workplace culture of equity, diversity, inclusion, and cultural humility

Ensure programs and services are responsive to the diverse cultural, socioeconomic, and lived experiences of FSCSS clients and staff

Engage in regular reflection and training related to anti-racism, equity, and trauma-informed leadership

Strengthen and maintain collaborative relationships with community partners, funders, and government agencies

Act as a visible ambassador of FSCSS at public events, workgroups, and taskforces, ensuring the organization is represented with professionalism, accuracy, and alignment with its mission

Program Specific Responsibilities:

Housing First:

Remain knowledgeable and aware of the program’s performance and spending of direct client funds

Participate in quarterly program review calls with grant manager from Health Care Authority

Work with program manager to make sure annual deliverables are met, including new enrollments, barrier removal fund spending, and meeting goals identified in annual project plan

Family Resource Services & Pathways:

Be aware and up to date on current homeless prevention funding availability, spending, and eligibility criteria

When needed, participate in prevention specific meetings with County partners

Be a trained/approved supervisor with CHOICE for Pathways Program; have an awareness and comfort in utilizing CCS system

Have knowledge about Pathways eligibility, focus, and approval of forms/closing of pathways

Review monthly and quarterly quality improvement reports and compliance; direct program manager to make necessary changes to ensure full program compliance, effective caseload management, and optimization of OBUs

Work collaboratively with team to continue to build Family Resource Services program into a robust, family support program

Homeless Family Services & Coordinated Entry:

Maintain knowledge regarding The Landing, project based voucher process, role of FSC and property manager, etc.

Continue to support program manager and direct service staff in understanding existing systems that are in place specific to referrals, housing opportunities, placements, etc. so that both staff and clients have correct understanding and expectations

Understand how coordinated entry in Thurston County operates, including key partners and efforts that are already in place, working alongside the program manager and broader team to continue to strengthen the system

Participate in applicable meetings specific to housing or coordinated entry in support of the program manager, and in deepening the understanding of how programs and services connect

Be trained and have access to HMIS; maintain a basic understanding for how to run reports for data quality and performance in the system. Take initiative to run reports to review with managers in supervision regularly

Rental Assistance:

Remain knowledgeable about FSC’s available rental assistance programs, including rapid re-housing and permanent supportive housing

Support program manager in regularly reviewing federal and state guidelines to ensure agency’s processes and admin plans are in compliance with funding requirements

Maintain an awareness of spending and projection of spending of funds, ensuring the program manager is acutely aware of how many households need to be enrolled, planning for spending, etc.

Ensure no funds are left unspent at the end of the contract year

Work with program manager to complete annual performance reviews

Family Justice Center:

Ensure the available confidential and systems based advocacy services are comprehensive, trauma informed, and survivor centered

Work with program manager to follow federal grant guidelines and deliverables, ensuring all aspects of the goals and objectives are regularly reviewed and worked on

Support program manager in regularly training and supporting staff across all programs in effectively working with survivors of violence

Remain aware of existing contract with the City of Lacey

Support program manager in maintaining and strengthening key partnerships by ensuring intentional engagement and long-term sustainability of relationships critical to program growth and success

Other:

Participate in weekly supervision with Deputy Director and/or Executive Director

Meet monthly with Development Team to talk about any current or emerging issues

Have a regular presence at all FSC locations

Provide backup to managers when navigating on-call rotation for shelter on-call phone, available for after- hours calls/texts as needed if there are urgent questions

Provide facilitation of staff meeting as necessary

Support with overall team morale which may include participation in wellness committee or other opportunities to celebrate staff successes and increase staff retention, thereby decreasing burnout

Represent organization at community meetings, workgroups, or taskforces

Comfort with databases and ability to learn new technology systems quickly
